ԱՄՆ Պետդեպարտամենտը հրապարակել է «2023 Country Reports on Human Rights Practices: Armenia» տարեկան զեկույցը։ 

«2023 թվականի սեպտեմբերի 19-ին Լեռնային Ղարաբաղի վրա Ադրբեջանի հարձակումից հետո 42 հայ (այդ թվում՝ 12 խաղաղ բնակիչ) անհետ կորել է։ ԿԽՄԿ-ի տվյալներով, 1990-ականներից ի վեր հակամարտության պատճառով 4931 հայ և ադրբեջանցի է անհետ կորել, որոնցից 761-ը՝ հայ։ Կառավարության տվյալներով,  տարեվերջին 195 մարդ (այդ թվում՝ 20 քաղաքացիական անձ) անհայտ կորած է համարվել  2020 թվականի աշնան մարտական գործողությունների հետևանքով,  ևս երկու զինվորական անհետ կորել է 2022 թվականի սեպտեմբերին: Սեպտեմբերի 19-ին Լեռնային Ղարաբաղի վրա հարձակումից հետո 42 հայ (այդ թվում՝ 12 խաղաղ բնակիչ) անհետ կորել է»,- նշվում է զեկույցում։
 

Պետդեպի զեկույցում ասվում է, որ սեպտեմբերի 19-20-ը Ադրբեջանը ռազմական գործողություն է իրականացրել Լեռնային Ղարաբաղի նկատմամբ լիակատար վերահսկողություն հաստատելու նպատակով: Ադրբեջանը փակել է Լաչինի միջանցքը Հայաստանի և Լեռնային Ղարաբաղի միջև՝ 2022 թվականի դեկտեմբերից մինչև սեպտեմբերի 24-ը։  2022 թվականի սեպտեմբերին տեղի ունեցած մարտական գործողությունների ժամանակ ողջամիտ հիմքեր են եղել ենթադրելու, որ Ադրբեջանի զինված ուժերը արտադատական հաշվեհարդարներ են իրականացրել հայ զինվորների նկատմամբ։
