Դիվանագիտությունը արտաքին գործերի գերատեսչության մենաշնորհը չէ, իսկ արտաքին քաղաքականության իմպլեմենտացիայի դիվանագիտական բաղկացուցիչը լայնաշերտ է։ Պառլամենտական, ժողովրդական, եկեղեցական և այլ տեսակի դիվանագիտությունը պետության համար մշտապես եղել է կենսունակ և օգտակար մեխանիզմ։ Օրինակ՝ Ռուսաստանում 90-ականներին ինքնուրույն դիվանագիտություն էր իրականացնում ՊՆ-ն, ինչը հաճախ չէր համընկնում Ռուսաստանի ԱԳՆ դիրքորոշման հետ։ Ավելին՝ կար որոշակի մրցակցություն և շահերի բախում։ ԱՄՆ պատմության ընթացքում էլ Պենտագոնի և Պետդեպի ջրերը հաճախ մեկ առվով չեն հոսել և սա բնական է։ Եթե հետևել եք ՀՀ պաշտպանության նախարարի՝ ՌԴ, Իրան, Հունաստան, Վրաստան, Կիպրոս կատարած այցերին և հանդիպումներին, նկատած կլինեք, թե ինչ ակտիվ է այս կառույցը սկսել իրականացնել բանակային դիվանագիտություն։ Սակայն, ի տարբերություն վերոնշյալ օրինակների, մեր դեպքում ՊՆ-ն ոչ թե մրցակցում, այլ փոխլրացնում է ԱԳՆ-ին և սա, բնականաբար, այս կառույցների ընդհանուր համակարգման արդյունք է։
