Ադրբեջանի նախագահ Իլհամ Ալիևը հայտարարել է, որ Հայաստանի հետ խաղաղության պայմանագիր ստորագրելու նախապայմաններից է նաև այն, որ  ՀՀ Սահմանադրության փոփոխություն կատարվի. այս մասին նա հայտարարել է «COP29 և կանաչ տեսլական Ադրբեջանի համար» թեմայով միջազգային ֆորումի ժամանակ։

«Երբ ես ասում եմ, որ նրանք պետք է փոխեն իրենց Սահմանադրությունը, դա իմ կողմից մեծամտություն կամ կոպտություն չէ, ոչ, սա նախապայման է։ Պետք է փոխեն իրենց ազգային զինանշանը, որի վրա պատկերված է Արարատ լեռը։ Հայաստանում շատ լեռներ ունեն, եթե ուզում են, թող դրանցից որևէ մեկն ընտրեն։

Ես գիտեմ, որ և՛ Ադրբեջանը, և՛ Թուրքիան հավատարիմ են հաստատված դիրքորոշմանը, որ այս երկու գործընթացները՝ թուրք-հայկական մերձեցումը և ադրբեջանա-հայկական հարաբերությունների կարգավորումը, պետք է ընթանան զուգահեռաբար։ Սա մեր, ինչպես նաև Թուրքիայի նախագահի դիրքորոշումն է։

Իդեալական իրավիճակն այն է, որ մի օր կարելի է երկու համաձայնագիր ստորագրել։ Ադրբեջանի և Հայաստանի միջև խաղաղության պայմանագիր և Հայաստանի և Թուրքիայի միջև հարաբերությունների կարգավորման համաձայնագիր, որը ներառում է բոլոր հաղորդակցությունների բացում, երկար տարիների ատելության վերջ՝ էջը շրջելու և բնականոն զարգացման ուղին բռնելու համար»,-ասել է նա։
