Գաղափարը լավն է, սակայն մեծ ռիսկեր է պարունակում
POLITICSԱԺ «Իմ քայլը» խմբակցության մի խումբ պատգամավորներ շրջանառության մեջ են դնելու ճանապարհային երթևեկության նկատմամբ հանրային վերահսկողությունը երաշխավորող օրենսդրական նախագիծ: Այն հնարավորություն է տալու քաղաքացիներին բջջային հեռախոսի միջոցով նկարահանել և ոստիկանության համապատասխան ստորաբաժանմանը փոխանցել իրավախախտումները: Դրա հիման վրա հարուցվելու է վարչական վարույթ, իսկ կարգազանց վարորդը ենթարկվելու է վարչական տույժի։

Վերջինս նշում է, որ հանրային վերահսկողությունը պետք է իրականացվի առանց մարդու իրավունքների խախտումների:
«Տեսլականին կողմ եմ, այն զգոնություն է բերելու, ցանկացած քաղաքացի սկսելու է արձագանքել մեկ ուրիշի թույլ տված խախտումներին: Նման օրենքը, կարգավորումը պետք է լավ մտածված և տեխնիկապես անթերի վիճակում լինի: Հայաստանը փոքր երկիր է, հանրային վերահսկողությունը կարելի է շատ հեշտ ու արդյունավետ կազմակերպել, բայց պետք է ամեն ինչ հաշվարկել, որ մարդու իրավունքների խախտումներ չլինեն, և այդ վերահսկողության տակ ընկնեն հենց անբարեխիղճ վարորդները:
Օրինակ՝ մարդը չի ցանկանում իր անձնական կյանքն ի ցույց դնել, բայց ինչ-որ մեկը նրան նկարում է, և դրանով արդեն հանրայնացնում վերջինիս անձնականը: Իրականում շատ ռիսկեր կան»,- «Փաստի» հետ զրույցում ասում է Պեդանյանը:
Նա ընդգծում է՝ առայժմ Հայաստանում շեշտը դնում ենք պատժիչ միջոցառումների վրա, այնինչ գրեթե ոչինչ չի արվում կանխարգելիչ միջոցառումներ իրականացնելու համար:
