«Սա մոտեցում չէ, իրական պայքար չէ, այլ պայքարի իմիտացիա»
POLITICSԿորոնավիրուսի տարածման դեմ պայքարի քայլերի առումով ներկայումս առկա է հակասական վիճակ: Խոսքը մասնավորաբար դիմակների պարտադիր կրման որոշմանն է վերաբերում: Այս կարծիքին է «Մեկ Հայաստան» կուսակցության քաղխորհրդի անդամ Հայկ Ֆարմանյանը, որը «Փաստ» թերթի հետ զրույցում հակահամաճարակային միջոցառումները համարում է պայքարի, իսկ հակաճգնաժամային միջոցառումները՝ աջակցության իմիտացիա:
«Մի կողմից՝ վարչապետը հայտարարում է, որ հարցը գտնվում է քաղաքացիների անձնական պատասխանատվության տիրույթում, մյուս կողմից՝ կիրառում են հարկադրանքի միջոցներ: Այդպես չի լինում: Քաղաքացիներն իրավունք ունեն կասկածելու, որ այստեղ ինչ-որ բան այն չէ:
Տրամաբանական կլիներ, եթե պարտադրանքի այս միջոցը արտակարգ դրության ռեժիմին անցնելու առաջին օրերից կիրառվեր, ոչ թե երկու ամիս անց: Եթե հարցը քաղաքացիների անձնական պատասխանատվության տիրույթում է, ապա ի՞նչ տեղի ունեցավ, որ այժմ այսպիսի խիստ, անտրամաբանական միջոցառումներ են կիրառվում:
Ըստ օդում կախված լուրերի, սա ինչ-որ շահագրգիռ անձանց բիզնես է, առանձին պաշտոնատար անձինք շահագրգռվածություն ունեն և այլն: Կարծում եմ՝ այդ կասկածները օբյեկտիվ են, թեպետ չեմ ուզում, իհարկե, դավադրության տեսությունների գիրկն ընկնել:
Երկրորդ՝ հայտարարվում է, որ տուժած տնտեսվարող սուբյեկտները՝ վարսավիրանոցները, ռեստորանները և մյուսները, պետք է միջոցներ կիրառեն, նյութեր ունենան և այլն, բայց լիազոր պետական մարմինն իրականացնում է ստուգումներ և առանց նախազգուշացման արգելում է տուժած ոլորտի տնտեսվարող սուբյեկտներից շատերի գործունեությունը, այդ մասին հայտարարվում է ԶԼՄ-ներով, այսինքն՝ վնասվում է նրանց գործարար համբավը»,-նշում է մեր զրուցակիցը:
Ֆարմանյանը հավելում է՝ տնտեսվարողների մոտ ստուգումներ անցկացնելու նպատակն այն է, որ եթե կան որոշակի թերացումներ, ապա տնտեսվարողին պետք է տրվի զգուշացում, որ նա ապահովի այդ միջոցները: «Հիմա ինչ են անում՝ առանց նախազգուշացնելու որոշակի ժամկետով արգելում են նրանց գործունեությունը: Սա մոտեցում չէ, իրական պայքար չէ, այլ պայքարի իմիտացիա»,եզրափակում է Հայկ Ֆարմանյանը:
