Նախընտրական քարոզարշավի շրջանակներում Նիկոլ Փաշինյանն ամեն ինչ անում է իր հանրահավաքներին շատ մարդ հավաքելու համար։ Նա փորձում է ցույց տալ, թե իբր դեռ հանրային աջակցություն է վայելում ու դրա համար գործի է դրել ողջ վարչական ռեսուրսը, ավտոբուսներով շրջիկ միտինգավորներ են տեղափոխում, տարբեր մեթոդներով մարդկանց հանրահավաքի «բերման ենթարկում»։ Եվ չնայած այս ամենին, մարդաշատ հանրահավաք ամեն տեղ չէ, որ հաջողվում է կազմակերպել։ Միակ հավաքը, որը մասամբ հաջողել է Փաշինյանը, եղել է Արթիկում։ Պարզվում է՝ Արթիկի հանրահավաքից մեկ օր առաջ Փաշինյանը Արթիկի քաղաքապետին 250 մլն դրամի ճանապարհաշինարարական ծրագիր իրականացնելու խոստում է տվել, քաղաքապետն էլ, այդ հեռանկարից շատ ոգևորված, գուցե նաև անձնական շահագրգռվածությունից ելնելով՝ ջանք ու եռանդ չի խնայել շատ մարդ հավաքելու, նրանց մի հանրահավաքի վայրից մյուսը տեղափոխելու ու այդ կերպ Փաշինյանին տպավորելու համար։ Սակայն այսքանով Փաշինյանի նախընտրական արկածները չեն ավարտվում: Օրինակ՝ ինչպես գրեցին ԶԼՄ-ները, պարզվում է նաեւ, որ այս օրերին մարզպետարաններում բազմաթիվ քաղաքացիաիրավական պայմանագրեր են կնքվում ՔՊ-ի շտաբների աշխատակիցների հետ (https://news.am/arm/news/648284.html): Ըստ այդմ, ստացվում է, որ բյուջեի հաշվին Փաշինյանը իր իշխանության վերարտադրության հարցն է փորձում լուծել․փորձագետներն արդեն արձագանքում են, որ այս ամենը վարչական ռեսուրսի կիրառման դասական օրինակ է ։
