«Փաստ» օրաթերթը գրում է
Պետական եկամուտների կոմիտեն առաջարկում է լրացումներ կատարել «Պետական տուրքի մասին» օրենքում: Նախագծի ընդունման արդյունքում ակնկալվում է մաքսային մարմնի կողմից մաքսատուն-վարչության տարածքից տրանսպորտային միջոցների բացթողումն իրականացնել մաքսատուն-վարչության տարածքի համար նախատեսված թողունակությանը համապատասխան: «Պետական տուրքի մասին» օրենքում լրացումներ կատարելու մասին օրենքի նախագծի ընդունման անհրաժեշտությունը, ըստ ՊԵԿ-ի, պայմանավորված է ապրանքների ժամանակավոր պահպանության համար գանձվող պետական տուրքի գործող դրույքաչափերի կիրառման ընթացքում առաջացած խնդիրների լուծմամբ:
Մասնավորաբար, ներկայումս օրենքով գործող դրույքաչափերի կիրառման արդյունքում ՀՀ պետական եկամուտների կոմիտեի Հյուսիսային մաքսատուն-վարչության (Գյումրու ԱՏԳ կենտրոնի) տարածքում գտնվող ժամանակավոր պահպանության պահեստում առկա է Հայաստանի Հանրապետություն ներմուծված տրանսպորտային միջոցների կուտակում: Դա պայմանավորված է նրանով, որ նոր ներմուծվող տրանսպորտային միջոցների ժամանման պարբերականությունը մաքսատան տարածք գերազանցում է մաքսային մարմնի ժամանակավոր պահպանության տարածքներից տրանսպորտային միջոցները դուրս բերելու պարբերականությանը:
ՊԵԿ-ը կարծում է, որ դա պայմանավորված է նրանով, որ մաքսային մարմինների կողմից տրանսպորտային միջոցների ժամանակավոր պահպանության համար գործող դրույքաչափերով գանձվող պետական տուրքի գումարների մեծության մակարդակը համեմատաբար ցածր է մերձակայքի մյուս կայանատեղիներում տրանսպորտային միջոցների կայանելու համար վճարվող գումարների մեծությունների մակարդակներից: Այս ամենը հաշվի առնելով էլ, ՊԵԿ-ն առաջարկում է սահմանել պետական տուրքի գործող դրույքաչափերից առավել բարձր (համադրելի) դրույքաչափեր մաքսային մարմինների կողմից տրանսպորտային միջոցների ժամանակավոր պահպանության համար: Նախագիծն ակտիվորեն քննարկվում է հանրային հարթակում՝ «վաստակելով» դեմ ձայներ:
