Ինչ սպասել կառավարության ծրագրից

Նարեկ Սարգսյանը ֆեյսբուքյան իր էջում գրում է.
Հայաստանի Հանրապետության կառավարության նոր ծրագիրը պատրաստ է: Շուրջ երեք տասնյակ էջանոց փաստաթղթի ուսումանսիրությունը ցույց է տալիս, որ կառավարությունը առաջիկա 6 ամիսների համար պատվիրել է մեծ ծանրաձող, որը սակայն գործանականում հնարավոր է կյանքի կոչել: Փորձենք անդրադառնալ պետական կառավարման համակարգի օպտիմալացման վերաբերյալ գործադիրի պատկերացումներին, նպատակներին և խնդիրների լուծմանն ուղված սպասվելիք աշխատանքներին:
Օպտիմալացման շրջանակներում կվերանայվեն և հնարավորինս կպարզեցվեն տնտեսվարող սուբյեկտներին մատուցվող ծառայությունները, ինչպես նաև կնվազեվեն պետական կառավարման մարմինների հետ շփումները: Կրճատվելու են պետական ապարատի ծախսերը, ներդրվելու են հանրային ծառայողի մասնագիտական ունակությունների և աշխատանքային պարտականությունների գնահատման նոր չափանիշներ:
Մեծ կարևորություն կտրվի տեղեկատվական տեխնոլոգիաների ինտեգրմանը պետական համակարգում: Սպասվում է, որ 2017 թվականին, գործադիր մարմինը կներդնի կառավարման տեղեկատվական համակարգեր բոլոր խոշորացված համայնքներում և հինգ քաղաքում: Դրանից մեկ տարի հետո ակնկալվում է բոլոր պետական մարմիններում անցում կատարել միասնական մուտքի և նույնականացման համակարգի:
Նոր ծրագրի շրջանակներում ապահովվելու է սահմանամերձ համայնքներին տրամադրվող արտոնությունների գործընթացը: Ինչ վերաբերում է համայնքների խոշորացմանը, ապա այստեղ ակնկալվում է հաջորդ տարի խոշորացնել 150 համայնք՝ 18 փնջերում:
Սպասվում է, որ երկու տարվա ընթացքում 5 խոշորացված համայնքում պետություն-համայնք-մասնավոր հատված համագործակցությամբ կիրականացվեն այնպիսի ներդրումներ, որոնք ուղված կլինեն համայնքում ձեռնարկատիրության զարգացմանը: Բացի դրանից առնվազն 45 գյուղական համայնքում սպասվում է ավելացված արժեք ապահովող ծրագրերի իրականացում: Դրանց կարելի է դասել ջերմոցները, սառնարանները, վերամշակման փոքր արտադրությունները և սպանդանոցները:
