Հայաստանում հանքարդյունաբերությունը տնտեսության կարևոր ճյուղերից է: Հանքարդյունաբերության զարգացման հետ մեկտեղ կարևորվում է ընդերքի արդյունավետ օգտագործման խնդիրը: Անհրաժեշտ է մշտական հսկողության տակ պահել ընդերքի օգտագործումը և ուսումնասիրել ընդերքի շահագործման ազդեցությունը շրջակա միջավայրի վրա:

Պատահական չէ, որ հանքավայրերը շահագործելու համար հանքարդյունաբերական ընկերություններին տրամադրվում են հատուկ թույլտվություններ: Ընդերքը շահագործող ընկերությունները պարտավորում են քայլեր ձեռնարկել հանքերի շահագործման արդյունքում շրջակա միջավայրի վրա բացասական ազդեցությունը մինիմումի հասցնելու համար: Սակայն պետք է նշենք, որ հանքարդյունաբերական ընկերությունները միշտ չէ, որ հավատարիմ են մնում իրենց պարտավորություններին:

Ընդերքի պահպանության կարևորությունից ելնելով՝ պետությունը պետք է ձեռնամուխ լինի, որպեսզի հանքարդյունաբերական ընկերությունները գործեն օրենքին համապատասխան և կատարեն իրենց պայմանագրային պարտավորությունները: Հենց այս խնդրին է վերաբերում ընդերքի հետ կապված Էներգետիկ ենթակառուցվածքների և բնական պաշարների նախարարին՝ վարչապետի կողմից տրված հանձնարարականը: Ըստ հանձնարարականի՝ նախարարը պետք է 3-շաբաթյա ժամկետում ներկայացնի ընդերքի ոլորտում տիրող ներկա վիճակի համալիր վերլուծությունը:
