Հայկ Համբարձումյանը ֆեյսբուքյան իր էջում գրում է.

Կառավարման համակարգում տեղի ունեցող փոփոխությունները առաջին փուլում ընթացան կադրային վերադասավորումներով, սակայն այն միայն կադրային փոփոխություններով չի ավարտվում։ Նախատեսվում է էապես փոխել պետական մարմինների՝ մասնավորապես առանձին գերատեսչությունների լիազորությունների շրջանակը, կատարել լիազորությունների վերաբաշխում:

Բազմաթիվ ոչ էական նշանակություն ունեցող որոշումներ, որոնք ընդունվում էին կառավարության կողմից, այսուհետ վերապահվելու են նախարարություններին: Այս մասին խոսել է նաև Կարեն Կարապետյանը հեռուստաընկերություններին տված իր հարցազրույցում: Նա մասնավորապես նշել է. «Կառավարության մոտավորապես 2600 որոշում կա տարեկան, որտեղ կարող է լինել երեք աշխատատեղ ստեղծելու, արտաքին գործերի նախարարությանը մեկ հատ բջջային հեռախոս տալու վերաբերյալ և այլն: Կամայական կոլեգիալ որոշում պահանջում է մի քանի նախարարների, գերատեսչությունների ղեկավարների ամփոփում, վիզա: Այդ իսկ պատճառով մենք որոշակի լիազորություններ կառավարության դաշտից տանում ենք դեպի նախարարություններ»:

Ելնելով Կարապետյանի հայտարարությունից՝ կարող ենք նշել, որ այսուհետ նախարարություների վրա դրվում է պատասխանատվություն որոշ հարցերի շուրջ որոշումների կայցման տեսանկյունից: Լիազորությունների այսպիսի վերաբաշխումը թույլ կտա կառավարությանը կենտրոնանալ առավել էական նշանակություն ունեցող որոշումների կայացման վրա: Ինչ խոսք, նշված փոփոխությունը կբարձրացնի կառավարության աշխատանքի էֆեկտիվությունը:
