Հայաստանում կոռուպցիան արմատախիլ անելը պետական քաղաքականության կարևոր ուղղություններից մեկը պետք է լինի: Ըստ էության` կոռուպցիան, լինելով անձնական օգուտ ստանալու նպատակով ի պաշտոնե տրված իշխանական լիազորությունների չարաշահման ձևերից մեկը, մեծ վնաս է հասցնում մեր երկրին:

Կոռուպցիայի դեմ պայքարելու համար անհրաժեշտ է համակարգային մոտեցում, որը կենթադրի կոռուպցիայի դեմ պայքարի ռազմավարության իրականացում: Միևնույն ժամանակ պետք է հաշվի առնել, որ անհնար է կոռուպցիայի դեմ էֆեկտիվ պայքար մղել, եթե դրա համար համապատասխան միջավայր չի ստեղծվում, որը արգելք կհանդիսանա կոռուպցիոն դրսևորումների համար:

Այս խնդրի շուրջ խոսել է վարչապետ Կարեն կարապետյանը հեռուստաընկերությունների հետ ունեցած իր հարցազրույցում: Նա մասնավորապես նշել է. «Համոզված եմ, որ կոռուպցիայի դեմ պայքարի մեջ խիստ անհրաժեշտ է մաքսիմալ վերացնել այն միջավայրը, որը ստեղծում է այդ հնարավորությունը, որովհետև կոռուպցիայի դեմ պայքարելով, N-եորդ կոռուպցիայի դեմ կառույց ստեղծելով՝ կոռուպցիան չի վերանում, եթե միջավայրը չի փոխվում»:

Իսկապես, անիմաստ է հակակոռուպցիոն պայքարում հաջողություների հասնել, եթե չփոխվի այն միջավայրը, որը նպաստում է կոռուպցիայի ծաղկմանը: Միայն առկա միջավայրի փոփոխության արդյունքում է, որ կոռուպցիան դուրս կմղվի և արդյունքում կնվազեն քաղաքացիների կոռուպցիոն մղումները:
