Հայաստանը և Սերբիան բացառում են եկամուտների և գույքի կրկնակի հարկումը

Հայաստանը և Սերբիան համապատասխան կոնվենցիայի վավերացմամբ բացառում են եկամուտների և գույքի կրկնակի հարկումը: Ազգային ժողովը քննարկում է «2014թ. մարտի 10-ին Երևանում ստորագրված ՀՀ կառավարության և Սերբիայի կառավարության միջև եկամուտների և գույքի կրկնակի հարկումը բացառելու մասին կոնվենցիան վավերացնելու հարցը»: Հիմնական զե կուցող ՀՀ ֆինանսների նախարարի տեղակալ Արմեն Հայրապետյանն ընդգծեց, որ համաձայնագիրն ապահովում է հարկերից խուսափելը կանխելու մեխանիզմներ, ինչպես նաև երաշխավորում է պայմանավորվող պետությունների անձանց նկատմամբ խտրականության բացառում: «Մասնավորապես, համաձայնագրով պայմանավորվող պետությունների հարկային մարմինների միջև նախատեսվում է համագործակցության հաստատում: Համագործակցությունը ենթադրում է կրկնակի հարկման և հարկային օրենքների կիրառմանը վերաբերող վիճելի հարցերի կարգավորման հնարավորություն, ինչպես նաև տեղեկատվութ յան փոխանակում հարկերից խուսափելը կանխելու նպատակով»,- «Արմենպրես»-ի հաղորդմամբ՝ նշեց Հայրապետյանը:
Նա հավելեց, որ կրկնակի հարկումը բացառելու կոնվենցիայի կնքումը հնարավորություն կտա զարգացնել երկու երկրների միջև ապրանքների և ծառայությունների շրջանառության ավելացումը, իսկ կապիտալի, տեխնոլոգիաների, մարդկանց տեղաշարժը կնպաստի տնտեսական կապերի զարգացմանը:
Կոնվենցիան սահմանափակում է Սերբիայի ռեզիդենտների կողմից Հայաստանում իրականացված ձեռնարկատիրական գործունեության ստացված եկամուտների՝ Հայաստանի հարկման իրավունքը: Հայաստանը կարող է հարկել այդպիսի եկամուտը միայն այն դեպքում, երբ ձեռնարկատիրական գործունեություն իրականացվում է ՀՀ-ում մշտական հաստատվելու միջոցով՝ այդ մշտական հաստատությանը վերագրվող եկամտի չափով:
Կոնվենցիայի 6-րդ հոդվածում սահմանվում է ՀՀ տարածքում գործող անշարժ գույքից ստացվող եկամտի հարկման կարգը, որի համաձայն Սերբիայի ռեզիդենտի՝ ՀՀ-ում գտնվող անշարժ գույքից ստացվող եկամուտը կարող է գանձվել Հայաստանում:
