Ի՞նչ է անելու կառավարությունը արտահանման խթանման համար

Միանշանակ է, որ տնտեսական զարգացման համար անհրաժեշտ է ստեղծել մրցունակ արտադրանք եւ ծառայություն եւ այն դարձնել առավելագույնս արտահանելի: Մնացած բոլոր խնդիրները ածանցյալ են սրան: Հայաստանի դեպքում, նկատի ունենալով մեր ներքին սպառման փոքր շուկան, առավել քան կարեւոր է դառնում տեղական արտադրության զարգացման եւ նրա արտահանման համար նպաստավոր պայմաններ ստեղծելը:

Ի՞նչ է առաջարկում Կարեն Կարապետյանի գլխավորած կառավարությունն այս առումով: «Հանրապետության տնտեսության կայուն աճի ապահովման նպատակով կառավարությունը դավանում է ազատական տնտեսության գաղափարախոսությունը և տնտեսության զարգացման հեռանկարը տեսնում է արտահանման աճի մեջ», նշված է ծրագրում:

Ներկայացված են նաեւ գործնական քայլերն այս դրույթը կյանքի կոչելու համար: Որո՞նք են դրանք: Արտահանման խթանման համար կառավարությունը նախատեսում է մշտապես մոնիթորինգի ենթարկել արտահանումը կարգավորող իրավանորմերը, բացահայտել և վերացնել վարչարարության խոչընդոտները, 2017-ից սկսած ներդնել արտահանման կատարելագործված ապահովագրություն և արժութային ռիսկերի զսպման նոր գործիքներ, փուլային կարգով նվազեցնել ավելացված արժեքի հարկի վերադարձման ժամկետները, պարզեցնել գործընթացները, ներդնել արտահանող կառույցների (այդ թվում՝ լոգիստիկ ընկերությունների) ձևավորմանը եւ հզորացմանն ուղված աջակցության մեխանիզմներ, ձեւավորել Հայաստան վերազգային կորպորացիաների մուտքի համար խթանող դաշտ եւ բացահայտել ու իրացնել դրանցում հայկական կազմակերպությունների դիրքավորման հնարավորությունները:

Նախատեսվում է նաեւ վերացնել Հայաստանի համար արտոնյալ առևտրային ռեժիմ ունեցող շուկաների մուտքի առկա խոչընդոտները, միջոցառումներ իրականացնել ուղղված տեղական ապրանքները արտերկրի հեռանկարային շուկաներում ներկայացնելուն, ակտիվացնել տարածաշրջանային գործընկեր պետությունների հետ տնտեսական համագործակցությունը՝ հայկական ապրանքների համար այդ երկրներ մուտք գործելու առավել բարենպաստ պայմաններ ապահովելու նպատակով:

Ըստ Կարեն Կարապետյանի՝ առանձնակի ուշադրության կենտրոնում է լինելու արտահանման մեջ մեծ կշիռ ունեցող հանքարդյունաբերության կենսունակությունն ու որակյալ աշխատատեղերի քանակի բարձրացման խնդիրը: Միաժամանակ, կառավարության ծրագրով նոր ստեղծվող, ինովացիոն, ինչպես նաև փոքր և միջին ձեռնարկությունների ընդգրկմամբ առավելագույն ավելացված արժեք ստեղծող արտադրությունների շղթաների համար ստեղծվելու է օրենսդրական և ներդրումային բարենպաստ միջավայր:

Արտադրությունների որոշ տեսակներին՝ ջերմոցային տնտեսություններ, գյուղատնտեսական մթերքների վերամշակողներ, էներգակիրներ (գազ, էլեկտրաէներգիա) կմատակարարվի սահմանափակ ժամկետով գործող արտոնյալ սակագների միջոցով:

Նոր աշխատատեղեր ստեղծող ձեռնարկություններին կտրվեն հարկային արտոնություններ եւ դարձյալ արտոնյալ սակագներով էներգակիրներ: Ընթացիկ եւ եկող տարվա համար նախատեսված քայլերի իրականացումը, ակնկալվում է, որ կխթանի արտահանումը, որն այս պահին, չնայած որոշ ոչ նպաստավոր գործոնների (մետաղների միջազգային գների նվազման) արդեն իսկ երկնիշ՝ գրեթե 20 տոկոս աճ է արձանագրում:

Կարեւոր է այս միտումը պահպանել եւ շարունակել, արդյունաբերության զարգացման եւ արտահանման ծավալների շարունակականությունն ապահովելու համար:
