Հայաստանի հանրային ծառայությունները կարգավորող հանձնաժողովը հայտարարել է, որ ավարտել է գազի սակագնի նվազեցման ուղղությամբ ուսումնասիրությունները և եզրակացությունները ներկայացրել կառավարությանը: Հանձնաժողովի նախագահ Ռոբերտ Նազարյանի խոսքով՝ իրենք դեռևս չեն պարզել աղբյուրը, որի հաշվին պետք է նվազեցնել սակագինը, որի հաշվին հնարավոր է նվազեցնել սակագինը: Այդ աղբյուրը պարզելու հարկ սակայն չկա էլ, այդ աղբյուրը, ըստ էության, արդեն պարզվել է, և այն պարզել է Սերժ Սարգսյանը, որը նախօրեին Երևանում ընդունել էր «Գազպրոմի» նախագահ Ալեքսեյ Միլլերին և նրա հետ քննարկել սպառողների համար գազի գնի նվազեցումը հասանելի դարձնելու հարցերը:

Բյուջեի 60 միլիարդ թերակատարման և 6 միլիարդ դոլար արտաքին պարտքի հասնող Հայաստանն իհարկե չի կարող գտնել գազի սակագնի նվազեցման աղբյուր և պետք է դիմի, հայցի «Գազպրոմի» բարեհոգությունը: Հայաստանի կառավարության հույսը «Գազպրոմն» է, եթե այն համաձայնի մի փոքր հրաժարվել Հայաստանի իր եկամուտների չափից, նվազեցնի այդ եկամուտները և այդպիսով Հայաստանի իշխանություններին հնարավորություն տա իրականացնել այն նախընտրական տեխնոլոգիան, որը երևի թե իշխանությունների համար այսօր միակ սոցիալական նախընտրական ռեսուրսն է: Այլ ռեսուրսներ իշխանությունները չունեն:

Իսկ «Գազպրոմը» ունի՞ ցանկություն հրաժարվել իր եկամուտների ծավալներից, քիչ եկամուտ ստանալ Հայաստանում, որպեսզի կառավարությունը կարողանա նվազեցնել գազի գինը: Պետք է հիշել, որ այդ մասին հայտարարել է «Գազպրոմից» եկած նոր վարչապետ Կարապետյանը: Եվ եթե նա իր վարչապետական գործունեության հենց առաջին նիստում հայտարարել է նման մտադրության, նման հանձնարարականի մասին, կնշանակի, որ նախապես տեղեկացված է եղել որոշակի հնարավորությունների մասին: Հազիվ թե Կարեն Կարապետյանը նման հանձնարարական տար՝ այն ճշտած չլինելով Միլլերի հետ:

 

Միլլերը փաստորեն եկել էր այդ ամենի վրա Սերժ Սարգսյանի հետ այսպես ասած պայմանավորվելու կամ կոպիտ ասած՝ առետուր անելու: Եվ այս առումով, կասկածից վեր է, որ գազի սակագնի նվազեցումը իրականում միայն առերևույթ է տեղի ունենալու, այսպես ասած՝ «Գազպրոմի» բարեհաճության հաշվին: Խորքում, Միլլերն անկասկած դրա դիմաց ակնկալելու է որևէ բան, թե ինչ տեսքով, երևի կպարզվի ավելի ուշ: Սովորաբար, «Գազպրոմի» հետ հայաստանյան գործարքները ավելի ուշ են պարզվում, ինչպես միայն երկու տարի հետո պարզվեց, որ Հայաստանը 2011 թվականից սկսած 300 միլիոն դոլարի պարտք է կուտակել «Գազպրոմին»:

Եթե Միլլերը ունենար միայն բարեհաճության խնդիր, նա Հայաստան չէր ժամանի: Նա Հայաստան է եկել առևտրի, այսինքն՝ գազի հարցում բարեհաճության գինը սահմանելու կամ միգուցե նույնիսկ պահանջելու համար: Դա նշանակում է, որ Հայաստանն ինչ-որ բան պետք է տա «Գազպրոմին», որպեսզի ստանա գազի ավելի ցածր գին: Իսկ քանի որ Հայաստանի իշխանությունները նման դեպքերում առևտուր անում են ոչ թե սեփական, այլ պետական կամ հանրային շահերի և գրպանների հաշվին, ապա ըստ էության՝ ստացվելու է, որ գազի գնի նվազեցումը իրականում հենց Հայաստանի հարկատուների հաշվին էլ կկատարվի՝ անկախ այն բանից, թե հատկապես ինչ տեսքով կլինի այն գինը, որ կպահանջի «Գազպրոմը»:
