Կառավարությունը նպատակադրել է 2017թ. ապահովել 3.2 տոկոս ՀՆԱ-ի աճ

Հայաստանի կառավարությունը 2017թ. համար նպատակադրել է ապահովել ՀՆԱ-ի 3.2 տոկոս աճի մակարդակ։ Ազգային ժողովում ՀՀ 2017թ․ պետական բյուջեի նախագծի քննարկման ժամանակ այս մասին ասաց ՀՀ վարչապետ Կարեն Կարապետյանը։ «Հաշվի առնելով տնտեսական միջավայրը՝ մեզանից բավականին ջանքեր կպահանջվեն նշված ցուցանիշին հասնելու համար, ս ակայն մենք ամեն ինչ կանենք այդ ցուցանիշն ապահովելու համար: Հարկաբյուջետային քաղաքականության իրականացումը պետք է լինի թափանցիկ և հրապարակային, հասկանալի՝ յուրաքանչյուր հարկատուի և հասարակության անդամի համար: Մեր մոտեցումը հստակ է հարկատուների կողմից վճարված բյուջետային եկամուտները պետք է օգտագործվեն հնարավորինս խնայողաբար և նպատակային, իսկ արդյունքները՝ տեսանելի հանրության համար»,- «Արմենպրես»-ի հաղորդմամբ՝ ասաց ՀՀ վարչապետը:
Նա հավելեց, որ վերջին երկու տարիներին Հայաստանի տնտեսությունը բնութագրվել է արտաքին աշխարհից ներթափանցող բացասական ցնցումներով՝ պայմանավորված ՌԴ-ում տնտեսական անկմամբ և պղնձի համաշխարհային գների էական նվազմամբ: «Այս իրավիճակում տնտեսական աճ և կայունություն ապահովելու նպատակով հարկաբյուջետային քաղաքականությունը եղել է հակացիկլիկ, որի դեպքում անխուսափելի է եղել պետական պարտքի բարձրացումը: 2017թ. կառավարությունը իրականացնելու է բոլոր անհրաժեշտ քայլերը աճի ապահովման նախադրյալ հանդիսացող մակրոտնտեսական կայունության ապահովման համար: Սակայն, քանի որ «Պետական պարտքի մասին» օրենքով մենք գործում ենք սահմանափակումների ներքո, 2017թ. բյուջեն ներառելու է նվազող դեֆիցիտի միջոցով պարտքի կայունացման մոտեցումը»,- մանրամասնեց ՀՀ վարչապետը:
Կառավարությունը բյուջեի հիմքում դրել է տնտեսությունը չխեղդող, հարկ-ՀՆԱ հարաբերակցությունը մեծացնող կանխատեսումներ: «Հարկային եկամուտների մակարդակի գնահատման համար հիմք է ընդունվել տնտեսության իրողություններին համապատասխանող, իսկ ծախսերի մասով՝ զսպող մոտեցումներ»,- ընդգծեց Կարեն Կարապետյանը:
