Հայաստանի 2017թ. պետական բյուջեի ծրագիրն արտացոլում է կառավարության ծրագրի հիմնադրույթները: 2017թ. համար նախատեսվում է տնտեսական աճի տեմպերի արագացում՝ մինչև 3.2 տոկոս՝ պայմանավորված ինչպես արտաքին զարգացումներով, այնպես էլ 2017թ. իրականացվելիք մի շարք բարեփոխումների ու 2016թ. իրականացված խթանող հարկաբյուջետային և դր ամավարկային քաղաքականությունների ազդեցությամբ: Ազգային ժողովում ՀՀ 2017թ. պետական բյուջեի նախագծի քննարկման ժամանակ այս մասին ասաց ՀՀ Կենտրոնական բանկի նախագահի տեղակալ Ներսես Երիցյանը՝ ներկայացնելով ԿԲ եզրակացությունը պետական բյուջեի նախագծի վերաբերյալ:«Հատկանշական է, որ 2017թ. տնտեսական ծրագրի իրականացման ընթացքում կառավարությունըհիմնական շեշտը դնելու է բյուջեի եկամուտների և այլ ռեսուրսների արդյունավետ վերաբաշխմանվրա՝ միաժամանակ շարունակելով 2016թ. ընթացքում նախատեսված բյուջետային ծախսերիօպտիմալացման և կրճատման իրականացումը: Դրանց շնորհիվ հնարավոր կլինի տնտեսականաճի կայունացմանը նպաստելուն զուգահեռ իրականացնել պակասուրդի կրճատմանքաղաքականություն: Այս պայմաններում կարևորվում է, որ կառավարության միջոցառումներնուղղված լինեն գործարար և ներդումային միջավայրի կտրուկ բարելավմանը և մրցունակությանբարձրացման ապահովմանը»,- «Արմենպրես»-ի հաղորդմամբ՝ ասաց Երիցյանը:

Նա հավելեց, որ 2017թ. պետական բյուջեի պակասուրդն էապես կրճատվելու է: Նրա խոսքով՝ տնտեսական աճի ապահովման հետ կապված՝ էապես կարևորվում է կառուցվածքային բարեփոխումների միջոցով մասնավոր ներդրումների աճի ձևավորման համար հիմքերի ստեղծումը: «Եվ այդ տեսակետից, չնայած մենք կարծում ենք, որ համախառն պահանջարկի վրա դա կունենա զսպող ազդեցություն, սակայն այն հրատապ անհրաժեշտություն է պարտքի և ընդհանուր  մակրոտնտեսական կայունության ապահովման տեսակետից: Միայն այս պարագայում տնտեսության մեջ կունենանք ներդրումների և երկարաժամկետ տնտեսական աճի համար անհրաժեշտ պայմաններ»,- մանրամասնեց ԿԲ նախագահի տեղակալը:

Երիցյանն անդրադարձ կատարեց նաև 2016թ. ցուցանիշներին: Նրա խոսքով՝ Հայաստանի տնտեսական աճը 2016թ. ընթացքում ձևավորվել է համաշխարհային տնտեսության աճի դանդաղ տեմպերի պահպանման և երկրի տնտեսության արտահանելի հատվածի աճի պայմաններում: 2016թ. առաջին 8 ամիսների ընթացքում շարունակվել է թույլ ներքին պահանջարկի ձևավորումը, որը դրսևորվել է ինչպես մասնավոր սպառմանն ուղղված ծախսերի կրճատմամբ, այնպես էլ ներդրումային թույլ միջավայրի պահպանմամբ: Ներքին պահանջարկի թույլ միջավայրն էականորեն մեղմվել է 2015թ. սկսված և շարունակական բնույթ կրող դրամավարկայ ին պայմանների թուլացմամբ, ինչպես նաև տնտեսությունում առկա ցածր գնաճային միջավայրի միջոցով:

Նա հավելեց, որ, այդուհանդերձ, հնարավոր է եղել զուտ արտահանման աճի միջոցով նպաստել տնտեսական աճի ձևավորմանը և ընթացիկ հաշվի պակասուրդի կրճատման արդյունքում զգալիորեն նվազեցնել երկրի արտաքին խոցելիությունը:
