Վարչապետ Հովիկ Աբրահամյանը Եվրասիական տնտեսական միության անդամ երկրներին առաջարկել է ռազմավարական նշանակություն ունեցող ապրանքների առևտուրը կատարել ռուբլով՝ հրաժարվելով դոլարից:

Past.am-ը զրուցել է տնտեսագետ Համլետ Թադևոսյանի հետ և ճշտել՝ ինչ ազդեցություն կարող է ունենալ առաջարկի ընդունումը: Տնտեսագետն ասաց, որ իր կարծիքը դրական է: «Մենք ունենք ռուբլի, որը կարող ենք օգտագործել Ռուսաստանի Դաշնության հետ ապրանքաշրջանառություն մեջ: Հիմա մենք դոլար ենք գնում, դոլարը փոխանցում ենք և այնտեղից ապրանք բերում: Բայց Հայաստանը բալանսի խնդիր ունի: Մենք ներմուծող երկիր ենք, արտահանող երկիր չենք:

Մեր արտահանումը 1,3 մլրդ դոլար է, ներմուծումը՝ 4 մլրդ: Ամեն տարի մեր տնտեսությունը շոկ է ապրում, որովհետև 3 մլրդ դոլար դուրս է գալիս ներմուծման համար: Այս դեպքում, երբ մենք Ռուսաստանից ներմուծում ենք անում, մոտավորապես 30 տոկոսը՝ 1,5 մլրդ, փոխանցում ենք Ռուսաստան: Հենց այդքան գումար էլ գալիս է տրանսֆերտների տեսքով մեր երկիր: Եվ այդ ռուբլին կարող ենք մտցնել շրջանառության մեջ:

Իսկ այստեղ շաբաթական 800 մլն ռուբլի է գալիս Հայաստան, որից միայն 200 միլիոնն է պահանջված, այսինքն՝բանկը հենց այդքան է կարողանում վաճառել: Մնացած 550 մլն ռուբլին տանում է Ռուսաստանի բանկեր և դոլար գնում: Այդ առք ու վաճառքի մեջ նա ևս կորցնում է: Մենք կարող ենք այդ ռուբլին օգտագործել և դրանով իրականացնել ապրանքների գնումները, օրինակ՝ նավթը, գազը, պետական որոշ գնումներ և այլն»,- նշեց տնտեսագետը: Պարոն Թադևոսյանի խոսքով՝ Կենտրոնական բանկն այսօր չունի ռուբլու պահանջարկ, բայց, երբ պետական գնումները կատարվեն ռուբլով, կարող ենք սկսել ռուլբու վաճառք իրականացնել:

«Դա թե՛ Ռուսաստանի, թե՛ Հայաստանի համար շահավետ կլինի: Ռուսաստանի համար շահավետ կլինի, քանի որ կմեծանա ռուբլու պահանջարկը և Հայաստանի համար, քանի որ մեր ունեցած մեծ քանակությամբ ռուբլիները կօգտագործենք ապրանքների համար վճարելիս»,- կարծիք է հայտնում Թադևոսյանը: Մեր զրուցակիցը կարծում է, որ այս ամբողջ տեղեկատվությունը լավ չմատուցվեց, դրա համար էլ հասարակությունը մի փոքր սխալ հասկացավ դա: «Մարդիկ մտածեցին, թե էլ դոլար պետք չի, ռուբլու գոտի ենք մտնում: Նման բան չկա: Միայն ռազմավարական ապրանքների առևտրի մասին է խոսքը: Այդ ոլորտում շատ կարևոր ձեռքբերում է»,- ընդգծեց նա և հավելեց, որ եթե մենք ԵՏՄ-ի մեջ ենք, այդ միության անդամ երկրները պետք է ամեն բան անեն, որ տվյալ տարածքում կայունություն լինի և ցնցումներ չլինեն:

Համլետ Թադևոսյանի պնդմամբ՝ կայունություն ունենալու համար պետք լուծել այս խնդիրները:

«Տեսեք, բոլոր երկրներում մրցակցություն է գնում, օրինակ՝ռուբլին արժեզրկվում է և ղազախական տենգեն նույնպես արժեզրկում է, որ ղազախական ապրանքները կարողանան արտահանել ՌԴ և դրանք մրցունակ լինեն ռուսական շուկայում, նույնը Հայաստանի հետ է կատարվելու: Մի խոսքով՝ դրական եմ նայում: Իհարկե , հնարավոր են ինչ-որ ռիսկային պահեր, սակայն չկա նման գործարք, պայմանավորվածություն, որ ռիսկեր չպարունակի: Այս դեպքում շահն ավելի է»,- շեշտում է տնտեսագետը:
