Փոխնախարարին զարմացնում է «Ո՞ւր է Էդվարդ Նալբանդյանը» հարցը

ԱԺ-ում այսօր 2017թ. պետական բյուջեի քննարկմանը Եվրոպական ինտեգրման հարցերի ու ֆինանսավարկային եւ բյուջետային հարցերի մշտական հանձնաժողովների համատեղ նիստում ՀԱԿ խմբակցության քարտուղար Արամ Մանուկյանը ԱԳ փոխնախարար Կարեն Նազարյանից հետաքրքրվեց՝ ո՞ւր է ԱԳ նախարար Էդվարդ Նալբանդյանը. «Մեկ ամիս է՝ պետական բյուջեի նախագծի ժամանակացույցը հրապարակված է, ինչո՞ւ նախարարը իր աշխատանքը, գործուղումներն այնպես չի կազմակերպել, որ բյուջեի քննարկումներին այստեղ լիներ: Սա անհարգալից վերաբերմունք է մեր նկատմամբ»:
Արամ Մանուկյանը դժգոհ էր նաեւ ներկայացվող Եվրաինտեգրման նախագծից. «Այս նախագիծը ամենից ջրառատն է, հատկապես ձեր արտահայտությունները ծրագրի հետ կապված՝ բաղադրիչի ամրապնդում, կանխարգելում, խորացում, կարգավորում, զարգացում, շարունակում, ձեւավորում, մասնակցություն, ամեն բառից քսան հատ: Նման ոչինչ չասող ծրագիր ոչ մի տեղ չկա, ձեր այս ծրագրերի արդյունքում է, որ ներդրում չկա ՀՀ-ում: Մեր դեսպանները ի՞նչ են արել, որ մեր ներդրումները եվրոպական կառույցներից իջեցրել են: ԱԳՆ-ն այստեղ անելիք ունի՞, թե ոչ: Միայն Մետաքսի ճանապարհի վրա Վրաստանը 40 մլրդ դոլարի ծրագրեր է բերել, իսկ ՀՀ-ն ընդհանրապես դուրս թռավ այդ ճանապարհից: Ի՞նչ եք անում այս դաշտում, որ ՀՀ-ն դառնա գրավիչ, որ վարկային ներդրումները շատանան ու ծաղկեն: ՀՀ-ն անկլավ է այս պահին: Մեր հարեւանները իրար հետ ռազմավարական ծրագրեր են իրականացնում, Իրանը, օրինակ, որ միշտ համարվում էր մեր ռազմավարական գործընկերը, հիմա Ադրբեջանի հետ է սկսել ավելի շատ համագործակցել»:
Պարոն Մանուկյանը նաեւ նշեց, որ ԵՄ պատվիրակության հետ ԱԺ-ն ավելի շատ է աշխատում, քան ԱԳՆ-ն. «Եվրոպական կառույցներն ավելի շատ գումար են դնում ընտրությունների վրա, քան դուք: Եթե եկող ընտրությունների քաղաքական այդ փորձաշրջանին դուք չնպաստեք, որ լավ անցնի, ապա ժողովրդավարության դեմ գործընթացներն ավելի եք խորացնելու»:
Ի պատասխան Կարեն Նազարյանն ասաց. «Ես ամեն անգամ զարմանում եմ, որ պարբերաբար բարձրացնում եք հարցը, թե ո՞ւր է Էդվարդ Նալբանդյանը: Ես հարգում եմ ձեր կարծիքը՝ որպես այլընտրանքային կարծիք, սակայն չեմ կիսում այն: Նախարարի այցելությունները բավականին թափանցիկ են, դրանց մասին տեղեկացվում է մեր հանրությանը: Նախարարն այս պահին գտնվում է Գերմանիայում: Նախագծի հետ կապված ձեր դժգոհությունների մասով ասեմ՝ ինչպե՞ս կարող ենք մեր համագործակցությունը վերածել թվերի ու դարձնենք չափելի, դրա համար էլ գնահատողական բառեր ենք օգտագործում: ԵՄ պատվիրակության հետ մենք բավականին ինտենսիվ ենք աշխատում»:
