«Հայկական ժամանակ» թերթը գրում է. «Նոյեմբերի 10-ին, տեղի կունենա Գյումրու ավագանու հերթական նիստը: Օրակարգում ընդգրկված է «ՀՀ Շիրակի մարզի Գյումրու քաղաքապետարանի աշխատակազմի կառուցվածքը, աշխատակիցների թվաքանակը, հաստիքացուցակը, պաշտոնային դրույքաչափերը հաստատելու եւ Գյումրի համայնքի ավագանու 2014 թվականի ապրիլի 18-ը N 46-Ա որոշումն ուժը կորցրած ճանաչելու մասին» նախագիծը:
Եթե ավագանու կազմը կողմ քվեարկի սույն նախագծին, ապա Սամվել Բալասանյանի կողմից ղեկավարվող կառույցում աշխատանքից կազատվեն միանգամից 38 աշխատակից:
Գյումրու քաղաքապետարանի մեր աղբյուրները հայտնում են, որ ըստ նախապես հրապարակած վերոնշյալ նախագծի, գործազուրկ կդառնա 17 համայնքային ծառայող, 19 աշխատակից`տեխսպասարկման անձնակազմից եւ երկու հայեցողական պաշտոններ ունեցողներ:
Այս փոփոխության արդյունքում համայնքային բյուջեն կտնտեսի 28 միլիոն 35 հազար ՀՀ դրամ: Տեղեկացնենք, որ մինչ այս նախագծի իրականություն դառնալը, Գյումրու քաղաքապետարանում աշխատակիցների ընդհանուր թիվը կշարունակի լինել 646:
Տեղի ունեցող կրճատումների հիմքը ոչ թե դրայվոտ վարչապետի հորդոր-հանձնարարականն է, այլ 2016 թվականի ՏԻՄ ընտրությունները. ավելի հստակ` Գյումրու ավագանու ընտրությունները:

Ըստ նույն աղբյուրների՝ Գյումրու քաղաքապետարանում ներկայում առկա է լարված, պայթյունավտանգ իրավիճակ: Աշխատակազմը ճամբարների է բաժանված, մեծ մասն անհանգիստ է, վախով է մտնում քաղաքապետարան, ամեն պահի սպասում են լսել այն մարդկանց անունները, ովքեր կրճատվողների ցուցակում են:
Նույնիսկ քաղաքապետարանում ոչ բոլորին են հասանելի ազատվողների անունները: Ցուցակը հույժ գաղտնի է պահվում: Տեղեկացված են միայն Բալասանյանին նվիրված հավատարիմները»:
