Տեղական ինքնակառավարման մարմինների հարգելի ներկայացուցիչներ,
շնորհավորում եմ բոլորիդ` Տեղական ինքնակառավարման օրվա առթիվ: 
Արդեն 20 տարի է, ինչ ՏԻՄ-երը դարձել են հանրությանը հուզող խնդիրները լուծելու կարևորագույն օղակներից մեկը՝ որպես բնակչությանն ամենամոտ կանգնած ինքնակառավարվող համակարգ: Կասկածից վեր է, որ տեղական ինքնակառավարման մարմինների ձևավորումը մեր անկախ պետականության կարևորագույն ձեռքբերումներից մեկն է: Առավել ևս, որ հետզհետե ավելանում է նաև տեղական ինքնակառավարմանը հանրության մասնակցությունը, ինչը ոչ միայն հնարավորություն է ընձեռում ավելի լավ պատկերացնելու տեղական նշանակության խնդիրները, այլ նաև նպաստում է դրանց հնարավորին արագ ու արդյունավետ լուծումներ գտնելուն: Սա նաև ապահովում է գործընթացների առավել թափանցիկությանն ու իր հերթին ավելացնում վստահությունը՝ հանդեպ տեղական ինքնակառավարման մարմինների:

Այս ամենում, անշուշտ, իրենց կարևոր դերակատարումն ունեն համակարգի աշխատողները, ովքեր այս 20 տարիների ընթացքում մեծ պատասխանատվությամբ ու պատրաստակամությամբ, իրենց ամենօրյա սրտացավ աշխատանքով ապացուցել են, որ համայնքի բնակչի կողքին են և միշտ պատրաստ են լուծելու նրան հուզող խնդիրներն ու տրամադրելու անհրաժեշտ խորհրդատվություն:

վստահ եմ, որ նույն նվիրումով ու պատասխանատվությամբ շարունակելու եք ձեր կարևոր աշխատանքը՝ ամրապնդելով առկա ձեռքբերումներն ու կատարելագործելով ՏԻՄ համակարգը, ինչից, հաստա՛տ, շահելու են մեր բնակիչներն ու պետությունը:
