Կլոր սեղան` «Պետական համակարգում քաղաքացիների դիմումների հետ աշխատանքներում ժամանակակից տեխնոլոգիաներ» թեմայով

«Սանկտ Պետերբուրգի օրերը Երևանում» ծրագրի շրջանակում կազմակերպված քննարկման ընթացքում դիտարկվել են Երևանի քաղաքապետարանի և Սանկտ Պետերբուրգի նահանգապետարանի աշխատակազմերում քաղաքացիների դիմումների ընդունման և հետագա ընթացքին առնչվող հարցեր: Քննարկմանը մասնակցել են Երևանի քաղաքապետարանի աշխատակազմի քարտուղարի տեղակալներ Արթուր Կարապետյանը, Սամվել Մերթարջյանը, քարտուղարության պետ Արթուր Մկրտչյանը, աշխատակազմի ճարտարապետության և քաղաքաշինության վարչության պետի տեղակալ Մհեր Աղաբեկյանը, «Երևան քաղաքի կառավարման տեխնոլոգիաների կենտրոն» ՓԲԸ տնօրեն Սարգիս Մանուկյանը, Սանկտ Պետերբուրգի նահանգապետարանի քաղաքացիների դիմումների հետ աշխատանքների վարչության պետ Ելենա Ռուդնևան և Սանկտ Պետերբուրգի նահանգապետարանի ընդհանուր հարցերով դիմումների վերանայման բաժնի պետ Սվետլանա Չերնյաևան: Քննարկումն ընթացել է երեք հիմնական հարցերի շուրջ` դիմումների իրավական կարգավորման առանձնահատկություններ, ինտերնետ-ընդունարանների աշխատանք և էլեկտրոնային գրանցում, պատասխանների նախապատրաստում և մշակում:
Ողջունելով սանկտպետերբուրգյան պատվիրակության անդամներին՝ քաղաքապետարանի աշխատակազմի քարտուղարի տեղակալ Արթուր Կարապետյանը նշել է, որ Երևանի քաղաքապետ Տարոն Մարգարյանի հանձնարարությամբ մշակվել և ներդրվել է մի համակարգ, որի նպատակը քաղաքացիների դիմումներին հնարավորին սեղմ ժամկետներում սպառիչ պատասխաններ տրամադրելն է: Այս ամենի հիմքում քաղաքացիներին և տնտեսվարող սուբյեկտներին մատուցվող ծառայությունների որակի բարձրացումն է`առանց լրացուցիչ խոչընդոտներ ստեղծելու: Ըստ այդմ, մանրամասն ներկայացվել են բոլոր գործընթացները, քաղաքապետարանում և վարչական շրջանների աշխատակազմերում ներդրված «Մեկ պատուհան» ավտոմատացված համակարգով դիմումներն ստանալու ընթացակարգերը: Հատկանշվել է, որ քաղաքացիներին հուզող խնդիրներին և առաջարկներին իրազեկ լինելու համար 2012 թվականից Երևանի քաղաքապետարանում և վարչական շրջաններում գործում են նաև «Թեժ գծի» հեռախոսահամարներ:
Սանկտ Պետերբուրգի նահանգապետարանի ընդհանուր հարցերով դիմումների վերանայման բաժնի պետ Սվետլանա Չերնյաևան էլ ներկայացրել է նույն գործառույթների իրականացման ընթացքը Սանկտ Պետերբուրգի նահանգապետարանում: Կողմերը պայմանավորվել են շարունակել հետագա համագործակցությունը և փորձի փոխանակումը:
