«Ժամանակ» թերթը գրում է. «Հայաստանի կառավարության երեկվա նիստում քննարկվել է մի օրենքի նախագիծ, որով Հայաստանի Հանրապետության յուրաքանչյուր աշխատող քաղաքացի 2017 թվականից պետք է ամսական 1000 դրամ վճարի հատուկ հիմնադրամի, որից պետք է վճարվեն ապահովագրական հատուցումներ Հայաստանի պաշտպանության համար զոհված կամ վիրավոր զինծառայողների ընտանիքներին: Նախատեսվում են բավականին շոշափելի վճարներ, ինչը միանգամայն ողջունելի է:

Ընդհանրապես, Հայաստանի զինված ուժերի հանդեպ ուշադրությունը եւ արժանի փոխհատուցումները հասարակության պարտքն են: Սակայն այստեղ գործ ունենք բավականին հետաքրքիր մի իրավիճակի հետ: Մի քանի տարի առաջ այդ նույն իշխանության կայացրած որոշման արդյունքում Հայաստանի հասարակությունը երկու-երեք տարի շարունակ միլիարդավոր դրամներով, ըստ էության, սնեց ինչ-որ մարդու կամ մարդկանց գրպանը` ճանապարհային երթեւեկության տուգանքների տեսքով: Մարդիկ կամ մարդը տարեկան հավաքագրեց մի քանի միլիարդ դրամ: Հետո եղավ ապրիլյան պատերազմը, եւ պարզվեց, որ Հայաստանի պաշտպանական բնագծերը պահող զինծառայողները ապահովված չեն տարրական նյութատեխնիկական պայմաններով, ինչը հանգեցրեց զոհերի եւ վիրավորների, եւ միայն զինվորների հերոսության գնով հնարավոր եղավ խուսափել պարզապես ռազմական պարտությունից:

Այդ ընթացքում հասարակությունը տեսնում էր, թե ինչքան ապահովված է այն իշխանությունը, որը պետք է որ ապահովեր այդ բնագծերը անհրաժեշտ նյութատեխնիկական հագեցվածությամբ: Ավելին՝ հասարակությունը տեսնում էր, հիմա էլ տեսնում է, թե ինչքան ապահովված են այն մարդիկ, որոնք նախկինում կամ այսօր շարունակում են ղեկավարել բանակը, կրել գեներալական ուսադիրներ, ապրել շքեղ դղյակներում, կառուցել նորերը: Եվ ոչ միայն ուսադիրավորներ, այլ նաեւ մարդիկ, որոնք ի պաշտոնե զբաղվում են, այսպես ասած, քաղաքացիական հարցերով, սակայն նրանց զբաղմունքից էին կախված կառավարման որակն ու արդյունքները: Հասարակությունը տեսնում էր այս ամենը եւ հիմա էլ տեսնում է, որ բարձրաստիճան պաշտոնյաները ոչ թե իրենց կուտակած ունեցվածքն են դնում զինծառայողների փոխհատուցման համակարգի համար, այլ մտնում են քաղաքացիների գրպանը:

Այն, որ հայ զինվորի, սպայի համար պետք չէ խնայել ոչինչ, եւ այն, որ քաղաքացիները ոչինչ չեն էլ խնայել այս ընթացքում, առավել քան ցցուն էր ապրիլյան պատերազմի օրերին, երբ հասարակությունը մեկ մարդու նման այնպես կանգնեց ոտքի եւ բանակի կողքին, որ նույնիսկ իշխանությունների համար էր զարմանալի:

Սակայն այս պարագայում հարց է առաջանում՝ քաղաքացիների համար սահմանվող նոր պարտադիր վճարները խնայողություն կամ նվիրաբերում են զինվորի՞ համար, թե՞ այն բանի, որ իշխանությունը շարունակի այդ քողի ներքո իր հարմարավետ ու շքեղ կյանքը, որ իշխանությունը հանկարծ ձեռքը չտանի սեփական գրպանն ու հանկարծ կասկածի տակ չդնի իր բարեկեցությունը:

Սա մի հարց է, որի պատասխանը ներկայացվող օրինագծում գոյություն չունի եւ ընդհանրապես՝ գոյություն չունի իշխանությունների գործողություններում: Դրա պատասխանը շարունակվող գերշքեղ կյանքն է, որ վարում են մարդիկ, որոնք այսօր պետք է ընդհանրապես պատասխան տային Հայաստանը ներկայիս վիճակին հասցնելու եւ հաղթող պետականությունից պարտքով ապրող պետության վերածելու համար»:
