Արծվիկ Մինասյանը կառավարման խորհրդարանական համակարգը լուսավոր ճանապարհ է համարում Հայաստանի համար

Սահմանադրական փոփոխությունները կարող են Հայաստանում իրական հիմք ստեղծել ժողովրդավարական կարգերի հաստատման համար, նպաստել սոցիալ-տնտեսական կյանքի զարգացմանը: Ազգային ժողովի պետաիրավական հարցերի մշտական հանձնաժողովի նիստում սահմանադրական փոփոխությունների նախագծի քննարկմանը նման կարծիք հայտնեց ԱԺ ՀՅԴ խմբակցության պատգամավոր Արծվիկ Մինասյանը: «Մենք այն կարծիքին ենք, որ խորհրդարանական կառավարման համակարգը փրկություն է Հայաստանի համար և միակ լուսավոր ճանապարհն է: Միայն այդ եղանակով մենք կարող ենք ապահովել երկրի կայուն զարգացումը, ժողովրդավարական կարգերի ձևավորումը, նպաստել սոցիալ-տնտեսական իրավիճակի բարելավմանը»,- «Արմենպրես»-ի հաղորդմամբ՝ նշեց Մինասյանը:
Անդրադառնալով կարծիքներին, թե սահմանադրական փոփոխությունների արդյունքում երկրում քաղաքական մենաշնորհ է լինելու՝ Արծվիկ Մինասյանն ընդգծեց, որ գործող համակարգը ոչ մի հնարավորություն չի տալիս քաղաքական մենաշնորհը վերացնելու համար, իսկ առաջարկվող փոփոխությունները դրան հասնելու հնարավորություն են տալիս: «Մեր բոլոր վերլուծությունները ցույց են տալիս, որ Հայաստանում քաղաքական մենաշնորհը չի կարող վերանալ գործող համակարգում, ինչի վառ վկայությունն է այն, որ Հայաստանում անկախության տարիներից մինչև հիմա իշխանափոխություն քաղաքական մակարդակով չի եղել: Եթե մենք իշխանություն ասելով նկատի ենք ունենում միայն երկրի նախագահին, ավելի լավ է հրաժարվենք այդ պաշտոնից, որպեսզի նաև իշխանության ընկալումը կարողանանք փոխել: Չէ որ երբ ասում ենք իշխանությունը պատկանում է ժողովրդին, այն չի կարող մեկ անձի տեսքով ներկայանալ: Այն պետք է ներկայացնի հասարակության տարբեր հատվածների մոտեցումները»,- ընդգծեց Մինասյանը:
Խոսելով կարծիքների մասին, թե մինչ այս պահը Հայաստանում սահմանադրական ճգնաժամ չի եղել, ուստի սահմանադրական փոփոխությունների կարիք չկա՝ Արծվիկ Մինասյանը նկատեց, որ չպետք է սպասել, որպեսզի սահմանադրական ճգնաժամ առաջանա, նոր միայն գնալ փոփոխությունների: «Նաև չպետք է մտածել, որ ինչ-որ մեկի մանկության երազանքը նախագահ լինելն է և այդ պաշտոնը վերացնելու դեպքում կփլուզվի այդ մարդու երազանքը: Ավելի լավ կլինի փոխել այդ մարդու մանկության երազանքը, որպեսզի յուրաքանչյուր ոք հասկանա, որ ինքը, ներգրավվելով պետական կառավարման գործում, այս կամ այ ն գաղափարախոսության ներքո, նպաստի պետության, ժողովրդի բարեկեցության աճին»,- եզրափակեց պատգամավորը:
