Ի դեմս Ադրբեջանի, մենք գործ ունենք մի սուբյեկտի հետ, որից միշտ սպասելի են հնարավոր արկածախնդիր քայլեր: Այդ մասին նոյեմբերի 12-ին «Արցախպրես»-ի թղթակցի հետ զրույցում Ստեփանակերտում ասել է ՀՀ Արտաքին գործերի նախարարի տեղակալ Շավարշ Քոչարյանը՝ պատասխանելով նոյեմբերի 11-ի առավոտվանից շփման գծի որոշ հատվածներում ադրբեջանական զինուժի իրականացրած սադրիչ գործողությունների վերաբերյալ հարցին:< /p>
«Ապրիլը ցույց տվեց, որ Ադրբեջանի բլից կրիգը չի իրականացվել և, ի հակառակ իր հաշվարկների, հայկական պետությունների պոտենցիալը շատ ավելի բարձր էր: Բաքվի նման գործողությունները միայն խոչընդոտում են բանակցային գործընթացի վերսկսմանը և, հատկապես, Վիեննայի և Սանկտ Պետերբուրգի պայմանավորվածությունների կյանքի կոչմանը: Ադրբեջանի իշխանությունների նման կանխամտածված գործելաոճը ստատուս քվոյին այլընտրանք չի թողնում, որից հաճախ բողոքում են հենց իրենք: Հակառակ դեպքում նրանք հնարավորություն կտային այդ պայմանավորվածությունների կյանքի կոչմ անը»,- «Արմենպրես»-ի փոխանցմամբ, մանրամասնել է Քոչարյանը:
Խոսելով բանակցային գործընթացի ներկայիս փուլի մասին՝ ՀՀ Արտաքին գործերի նախարարի տեղակալը նշել է, որ այն պետք է բաժանել երկու հարթակի. «Մեկը բուն բանակցություններն են՝ կապված կարգավորման հետ: Երկրորդը՝ բանակցություններ, որոնք ուղղված են զինադադարի ռեժիմի ամրապնդմանը:
Այսօր մենք խոսում ենք միայն երկրորդ հարթակի մասին, որովհետև, ինչպես բազմիցս ասել ենք, քանի կան կրակոցներ, սադրանքներ, խոսել, որ բանակցություններում կարող է առաջընթաց լինել, ուղղակի միամտություն է: Այդ տեսակետից այս վերջին սադրանքները ևս մեկ անգամ հուշում են, որ պետք է օր առաջ սկսել կյանքի կոչել Վիեննայի համաձայնությունները»:
Անդրադառնալով առաջիկայում հնարավոր երկկողմ հանդիպումներին՝ Շավարշ Քոչարյանը մասնավորապես ասել է. «Համենայն դեպս խոսքը գնում է արտգործնախարարների հանդիպման մասին և եթե լինի էլ, այնտեղ էլ շեշտադրումը լինելու է հենց այն, ինչի մասին նոր ասացի»:
