Նախարար Վարդան Արամյանն արդեն ֆիքսել է, որ գնումների համակարգում ինչ–որ բան այն չէ

Ծաղկաձորում տեղի ունեցած սեմինարի ընթացքում հրավիրված մամուլի ասուլիսի ժամանակ ՀՀ ֆինանսների նախարար Վարդան Արամյանը խոսելով բյուջեի մուտքերը կանխավճարների հավաքագրման միջոցով ապահովելու մասին, նշեց, որ կառավարության համար ողջունելի չեն անհարկի միջամտությունները տնտեսվարողների գործունեությանը, կամ՝ եթե տնտեսվարողը չի ստեղծել կամ չունի հարկային պարտավորություն, ապա նրանից կանխավճար վերցնելով լրացուցիչ բեռի տակ գցելը ճիշտ չէ:
 
«Այն ակնկալիքը, որ ապագայում պետք է այդ կանխավճարները փոխհատուցվեն, լրացուցիչ բարձրացնում է հարկային բեռը, որը ընդունելի չէ կառավարության համար, իսկ ստվերում գործող բիզնեսը, պետք է գա նորմալ միջավայր: Նման տնտեսվարողների նկատմամբ հարկային բեռի բարձրացումն օբյեկտիվ է, քանի որ ցանկացած բիզնես պետք է գտնվի նույն հարթության մեջ, ինչ որ իր գործընկերը»,– ասաց Վ. Արամյանը:
 
Նախարարի կարծիքով` կարևոր է նաև միջոցներ ձեռնարկել, որպեսզի վերականգնվի արդարության մթնոլորտը, քանի որ հակառակ դեպքում շատ ավելի դժվար կլինի առաջ շարժվելը, բայց նոր համակարգը նման խնդիրներով ծանրաբեռնելը ճիշտ չէ:
 
«Փոխարենը պետք է դիտարկել. համակարգի առաջխաղացումը դրակա՞ն է թե՝ ոչ: Չի կարելի յուրաքանչյուր լավ նախագծված համակարգ ծանրաբեռնել նման խնդիրներով: Այլապես մենք երբեք առաջ չենք շարժվի: Ես կարծում եմ, ճիշտ կանենք, որ այդ երկուսն իրարից տարանջատենք: Ես` որպես ֆինանսների նախարար, արատավոր երևույթների մասին տեղեկացված եմ այնքանով, որքանով մամուլում է հրապարակվում: Իսկ ինչ վերաբերում է նախարարությանը, ապա ես ձեզ վստահեցնում եմ, որ եթե իմ տիրույթի շրջանակներում աչքի ընկնեն այնպիսի բաներ, որոնք կլինեն օրենքի խախտումներ, միանշանակ միջոցներ ենք ձեռնարկելու: Ես մանդատ չունեմ ցանկացած հրապարակման հետևից գործողություններ սկսելու: Այդ պարագայում ինձնից ի՞նչ եք ակնկալում»,– ասաց Վ. Արամյանը:
 
Նա նաև նշեց, որ օրինակ, գնումների համակարգում իր կողմից արդեն իսկ ֆիքսվել է, որ ինչ–որ բան այն չէ և միջոցներ է ձեռնարկվել դրանք չեզոքացնելու համար:
Վ. Արամյանը խոսելով Ֆիննախ–Կենտրոնական բանկ անվերջանալի բանավեճերի մասին, ասաց, որ ԿԲ–ից մշտապես պահանջելու են այնպիսի քաղաքականություն իրականացնել, որը համահունչ լինի իրենց կողմից վարվող քաղաքականությանը, ինչն օբյեկտիվ բանավեճ է և ինչպես դարերով եկել է, այդպես էլ կգնա:
 
«Այս առումով հրապարակային քննադատությունը ես չեմ ընդունում, քանի որ հետո մենք ստիպված կթևակոխենք մի այնպիսի փուլ, որ երկու ինստիտուտները կսկսեն հրապարակային քննադատել մեկը մյուսին, բայց մի բան պետք է հաշվի առնել, որ մենք միասին կառավարության տարբեր թևեր ենք և պետք է ավելի շատ մտածենք, թե ով ինչով պետք է նպաստի կառավարման կոորդինացման մակարդակը բարձրացնելու համար»,– ասաց Վ. Արամյանը:
