Առաջին անգամ ՀՀ պարտքի չափի մասին տեղեկությունը հուսալքության զգացում չառաջացրեց

ՀՀ ֆինանսների նախարարության կազմակերպած «Պետական պարտք» թեմայով երկօրյա սեմինար–քննարկումը ոչ միայն օգտակար էր, այլև սպասված, քանի որ դրանով փորձ արվեց ևս մեկ անգամ լրագրողներին բացատրել, թե իրականում որն է գերատեսչության մանդատը, որից այս կամ այն կողմ երկխոսությունը պարզապես կարող է վերածվել ինքնանպատակ քննարկման կամ այլ կերպ ասած՝ ոչինչ չտալ կողմերին:
Իրականում ընտրված ձևաչափն առավել կհեշտացնի լրագրող – երկրի ֆինանսների կառավարիչներ հետագա երկխոսությունը, բայց ներկայացնենք մեր տեսանկյունից ամենակարևորը: Երկօրյա աշխատաժողովի ընթացքում բազում առիթներ եղան համոզվելու, որ այլևս անցել են այն ժամանակները, երբ մի կողմից չինովնիկներն են փորձում Հռոմի Պապից ավելի կաթոլիկ երևալ և գեղեցիկ խոսքերով «համոզել», թե իրենք ինչքան լավն են, իսկ մյուս կողմից էլ՝ լրագրողներն են փորձում «ցույց տալ», որ իրենց «խաբելն» այդքան էլ հեշտ չէ:
 
Ու թերևս առաջին անգամն էր, երբ համեմատելով ֆիննախի թիմի պրոֆեսիոնալիզմը օրինակ՝ ՀՀ պետական պարտքի մարման ժամանակացույցի, հեռանկարների և այլ տեղեկությունների հետ, ոչ թե երկրից փախչելու զգացում առաջացավ, այլ հանգիստ խղճով շունչ քաշելու ցանկություն, քանի որ անզեն աչքով անգամ տեսանելի էր, թե գերատեսչության յուրաքանչյուր ներկայացուցչի համար երկրի ֆինանսների առջև ծառացած խնդիրները հաղթահարելն ինչքան կարևոր է, եթե չասենք, նույնիսկ՝ պատվի հարց:
 
Ի դեպ, ՀՀ ֆինանսների նախարարության պետական պարտքի կառավարման վարչության պետ Արշալույս Մարգարյանի՝ Հայաստանի պետական պարտքն այս տարվա հոկտեմբերի մեկի դրությամբ կազմել է 2 տրլն 563 մլրդ դրամ կամ՝ 5 մլրդ 607 մլն դոլար, որից արտաքին պարտքը՝ 4 մլրդ 45 մլն դոլար:
 
Մնացածը կազմում է ՀՀ ներքին պարտքը, իսկ ՀՆԱ–ի և պետական պարտքի հարաբերակցությունը մոտ է 50 տոկոսին, բայց նույնիսկ այդ լուրն անգամ հիստերիա չառաջացրեց, քանի որ աշխատանքային քննարկման ժամանակ ներկայացված պարքերի մարման գրաֆիկները, արտաքին և ներքին շոկերին դիմակայելու բոլոր հնարավոր սցենարներն այնքան բազմակողմանի էր մշակված ու համադրված, որ տպավորությունն այնպիսին է, որ մասնագետներին ընդամենը մնում է անհրաժեշտ պահը որսալ ու դրանք կյանքի կոչել, որպեսզի հնարավոր լինի կամ ամբողջությամբ չեզոքացնել կամ գոնե հնարավորինս մեղմել կանխատեսվող ռիսկերը:
 
Ի դեպ, սեմինարի ժամանակ Արշալույս Մարգարյանը տեղեկացրեց նաև, որ՝ պետական պարտքի մարումների տարբեր գրաֆիկներով երկիրը ստիպված կլինի մինչև 2052 թվականը պարտք մարել, իսկ պարտքի մարման միջին ժամկետը կազմում է 9,5 տարի, որն ըստ մասնագետի ամբողջովին բավարարում է մեր ռազմավարության պահանջներին:
Հուսադրող է նաև տեղեկությունը, որ մի կողմից ներքին պարտքն է ոչ ռիսկային, իսկ մյուս կողմից էլ պարտքի մարման գրաֆիկն է իդեալական, իսկ երկիրը դեֆոլտի առջև կանգնելու բոլոր կանխատեսումները փաստորեն իրատեսական չեն.
«Ինձ հայտնի չէ որևէ երկիր, որը ներքին պարտքի պատճառով կարող է դեֆոլտի մասին հայտարարել»,– ասաց ՀՀ ֆինանսների նախարար Վարդան Արամյանը:
