«Ժամանակ». Օլիգարխիան երաշխի՞ք է ստանում. Սերժ Սարգսյանը «գին է գցում»

«Ժամանակ» թերթը գրում է. «Զոհված եւ վիրավոր զինծառայողների ընտանիքներին փոխհատուցման նպատակով նախաձեռնված հատուկ հիմնադրամի ստեղծման եւ դրա համար յուրաքանչյուր աշխատող քաղաքացուց 1000 դրամի գանձման մասին օրինագծի շուրջ քննարկումները ստացան որոշակի ուշագրավ մի ենթատեքստ: Այդ քննարկումները ըստ էության վերածվեցին Հայաստանում հաստատված քրեաօլիգարխիկ իշխանական համակարգին իշխանության ամենաբարձր մակարդակով տրվող երաշխիքի:
Հասարակությունն արձագանքելով իշխանության նախաձեռնությանը՝ սկսեց մատնանշել այն պատկառելի հարստությունը, որ կուտակել են թե՛ բանակի, թե՛ քաղաքացիական կառույցների մի շարք նախկին եւ ներկա բարձրաստիճան պաշտոնյաներ: Իշխանության արձագանքը տեղավորվեց այն շրջանակում, որ իհարկե՝ կա նման երեւույթ, իհարկե՝ հասարակության մատնանշումներն իրավացի են կամ, այսպես ասած, անհիմն չեն, սակայն տեսանելի ապագայում չկա այդ ամենը հասարակական վերահսկողության, օրենքի դաշտ բերելու, առավել եւս պետությունից, հանրությունից յուրացրածն այդ պետությանն ու հանրությանը վերադարձնելու հնարավորություն:
Այսպիսով արձանագրենք, որ իշխանությունը խորհրդարանի ընտրությունից մի քանի ամիս առաջ բավական բարձր մակարդակով (քանի որ նախաձեռնությունը փաստորեն մեկնարկել է Սերժ Սարգսյանի հետ խորհրդակցությունից հետո) ներկայիս քրեաօլիգարխիկ համակարգին տալիս է անձեռնմխելիության երաշխիք:
Իհարկե, հարց է, թե այդ երաշխիքն ինչի դիմաց է՝ այդ համակարգի հեռանալո՞ւ, թե՞ նախընտրական եւ ընտրական գործընթացներում իշխանությանը ծառայություն մատուցելու, բայց դրա դիմաց քաղաքական ու տնտեսական դիվիդենդներ չակնկալելու եւ եղածի պահպանությամբ գոհանալու դիմաց: Սա, իհարկե, դժվար է ասել, քանի որ իրավիճակը բավական անորոշ է: Չի բացառվում, որ երաշխիքների պայմանը կորոշվի ընթացքում:
Պարզ է մի բան, որ չնայած իշխանության դիմանկարի կոսմետիկ փոփոխություններին՝ այդուհանդերձ, հույսը շարունակում է մնալ քրեական օլիգարխիան, պարզապես այս անգամ Սերժ Սարգսյանը փորձում է այդ օլիգարխիայի համակարգային աջակցությունը ստանալ հնարավորինս նվազ գնով, քանի որ վճարելու առանձնապես շատ ռեսուրսներ եւ տարբերակներ չկան: Թեեւ հաշվի առնելով մի շարք իրողություններ՝ սոցիալ-տնտեսական վիճակ, ապրիլյան պատերազմ, հուլիսյան դեպքեր, առկա նոր մարտահրավերներ եւ այդ ամենի համար պատասխանատվություն, օլիգարխիային առաջարկվող գինն այդքան էլ փոքր չէ: Պարզապես այդ գինը ոչ թե Սերժ Սարգսյանն է վճարում, այլ պետությունը»:
