«Փաստ» օրաթերթը գրում է.
Կարեն Կարապետյանի վարչապետ դառնալուց հետո Լոռու մարզպետ Արթուր Նալբանդյանը քունն ու հանգիստը կորցրել է: Կամ ուղղակի երեսին ասել են, կամ ականջին փսփսացել, թե վարչապետն ուր որ է` իրեն աշխատանքից կհեռացնի: Եվ նա դռնեդուռ է ընկել: «Փաստին» երկու տեղեկություն է հայտնի:
Առաջինը` Արթուր Նալբանդյանը, իր ապագայով անհանգստացած, հանդիպել է իր հայրենակից Սամվել Կարապետյանին (Կալուգայի Սամվելին) ու խնդրել, որ նա վարչապետին իր համար բարեխոսի: Սամվելն ասել է. «Կասեմ, բայց նրա օրոք «լևի» փող չպիտի աշխատես, թե չէ` կբռնի, կնստացնի: Գնա, մտածիր»:
«Փաստի» երկրորդ տեղեկությունը ավելի կոնկրետ հասցե ունի: Արթուր Նալբանդյանը ցանկանում է Արտակարգ իրավիճակների նախարար դառնալ ու մեծ եռանդով սկսել է «բոչկա գլորել» Արմեն Երիցյանի վրա:
Մեր աղբյուրի վկայությամբ` Նալբանդյանը նախարար դառնալու երազանքը փորձում է իրականություն դարձնել Ս. Կարապետյանի «քավորությամբ»:
Սակայն մի բայց կա: Եթե վարչապետը դեմ եղավ, Արթուրը ստիպված կլինի երազանքները ծոցում Վանաձորն էլ թողնել ու գնալ հարազատ Ալավերդի:
