 ԱՄՆ-ի Կոնգրեսն աշխատում Է նոր օրինագծի վրա, որն ուղղված Է Ռուսաստանի քաղաքական գործիչների դեմ, եւ կարող Է խանգարել ընտրված նախագահ Դոնալդ Թրամփին՝ բարելավելու հարաբերությունները երկու երկրների միջեւ: Այդ մասին նոյեմբերի 21-ին հայտնել Է The Washington Post թերթի Էլեկտրոնային տարբերակը, նշելով, որ Կոնգրեսում Ռուսաստանի հետ փոխգործակցության հիմնական հակառակորդներն են հանրապետական սենատոր Ջոն Մաքքեյնը (Արիզոնայի նահանգից) եւ Լինդսի Գրեմը (Հարավային Կարոլինայի նահանգից):

Հրատարակության տեղեկությունների համաձայն՝ օրինագծի պատրաստումը, որը լրացուցիչ միջոցներ Է նախատեսում, այդ թվում՝ Ռուսաստանի դեմ պատժամիջոցների ընդլայնումը, ընթանում Է ե՛ւ Սենատում, ե՛ւ Ներկայացուցիչների պալատում: Բացի այդ, Մաքքեյնը եւ Գրեմը, ըստ The Washington Post-ի տեղեկատվության, արդեն «ունեն ռուսական ուղղությամբ Թրամփի քաղաքականությանը հակազդելու մանրամասն պլան»:

Մաքքեյնը, որը գլխավորում Է զինված ուժերի գործերի սենատական կոմիտեն, ավելի վաղ հայտարարել Էր, որ անընդունելի Է համարում ՌԴ-ի կառավարության հետ համագործակցությունը Սիրիայի հարցում:

Նմանօրինակ տեսակետն Է պաշտպանում Գրեմը: «Իմ կարծիքը չի փոխվել, չնայած ընտրություններում Թրամփի հաղթանակին,-ասել Է նա:- Ռուսաստանն իրեն վատ Է պահում համաշխարհային ասպարեզում, եւ նրան անհրաժեշտ Է զսպել»: Սենատորի խոսքով՝ Թրամփն Է որոշելու ԱՄՆ-ի արտաքին եւ պաշտպանական քաղաքականությունը որպես նախագահ եւ զինված ուժերի գլխավոր հրամանատար, բայց «Կոնգրեսը նույնպես կարող Է իր խոսքն ասել եւ իր դերը խաղալ այդ հարցում», տեղեկացնում Է ՏԱՍՍ գործակալությունը:
