Աշխարհը շուռ տալու ծրագիրը կա, սակայն դրան ուշադրություն դարձնող չկա

Վարչապետ Կարեն Կարապետյանը նոյեմբերի 3–ին խորհրդակցություն էր հրավիրել՝ տեղեկատվական և հեռահաղորդակցության տեխնոլոգիաների (ՏՀՏ) ոլորտի ներկայացուցիչների հետ: Հանդիպման ժամանակ նա ասել էր, որ իրեն այնպիսի ծրագիր է պետք, որ կարողանա աշխարհը շուռ տալ:
 
Նշենք, որ հայ գիտնականների կողմից աշխարհը շուռ տալու տարբեր նախագծեր կան մշակած: Դրանցից մեկն էլ մշակվել է տեխնիկական գիտությունների դոկտոր Վահան Համազասպյանի թիմի կողմից, բայց արդեն երկար տարիներ նա չի կարողանում մեր իշխանություններին համոզել, որ ինչպես վարչապետն էր ասում՝ թուղթ ու գրիչով գիտնականին լսեն ու լսածից հետևություններ անեն: Մշակված ծրագիրը կոչվում է «Հելիոֆիկացիայի ծրագիր», որի մասին գիտեն նույնիսկ շվեդները, իսկ մեր իշխանությունները դեռևս շարունակում են հապաղել:
 
«Եթե աշխատանք է կատարվել, ապա այն պետք է ուշադրության արժանանա: «Հելիոֆիկացիայի ծրագիրն» իսկապես այն ծրագիրն է, որ կկարողանա աշխարհը շուռ տալ: Մեր հաշվարկներով շուկան, որտեղ հնարավոր է աշխատել, կա, և ծրագիրը կյանքի կոչելով հնարավորություն կլինի 8 տրիլիոն ԱՄՆ դոլար եկամուտ ստանալ: Դա մեր բյուջեի պարտքից մոտ 10 հազար անգամ մեծ գումար է, բայց նստել կաբինետներում և սպասել, թե ով ինչ ծրագիր կներկայացնի, չի լինի»,– ասում է Վ. Համազասպյանը:
 
Նրա կարծիքով` եթե կառավարությունն իսկապես աշխարհը շուռ տալու ծրագրեր է ուզում, ապա կարող է մրցույթ հայտարարել և լավագույն ծրագիրը, որը կհաղթի, կառավարության աջակցությամբ թող կյանքի կոչվի:
 
«Ծրագրերը, որոնք ստեղծվում են, գիտնականների տասնյակ տարիների աշխատանքն է, և դրանք ոչ թե ցուցադրելու համար է, այլ պետք է նման ծրագրերի հանդեպ պետականորեն ռեալ մոտեցում ցուցաբերվի: Պետք է գիտնականներն էլ վստահ լինեն, որ կառավարությունն իսկապես ուզում է գործ անել, որպեսզի իրենց կողմից մշակած ծրագիրը ներկայացնեն: Հակառակ դեպքում որևէ առաջընթաց չի լինի, և սայլը տեղից չի շարժվի»,– ասում է Վահան Համազասպյանը:
 
Նա նաև տեղեկացրեց, որ «Հելիոֆիկացիայի ծրագրով» վաղուց հետաքրքրվում է Շվեդիան, իսկ մի քանի օրից այն քննարկելու համար Հայաստան կժամանեն նաև շվեդ գործընկերները, ովքեր առաջին քայլով կփորձեն ֆինանսավորել Հայաստանում արևային էներգիայով աշխատող գործարանի կառուցման նախագիծը, որը արևային էներգիայով աշխատող գյուղմթերքի մշակման և չրերի արտադրության հնարավորություն կընձեռի:
«Առայժմ խոսք է գնում 100 այդպիսի արևային էներգիայով աշխատող գործարան կառուցելու մասին, որն ի վիճակի կլինի ամբողջ գյուղում արտադրած գյուղմթերքը տեղում վերամշակել: Այդպես և՛ արտադրանքի որակը բարձր կլինի, և՛ գինը շատ էժան կլինի, իսկ հետագայում նաև շվեդների ցանկությամբ՝ նոր բիզնես–նախագիծ կյանքի կկոչվի, որը թույլ կտա այդ արտադրանքը Եվրոպա արտահանել»,– ասում է գիտնականը:
