Ձևավորվում է միասնական հարթակ ներդրումային ծրագրերի համար

Հայաստանի տնտեսության զարգացման և աճի խթանման առաջնահերթություններից մեկը համարվում է ներդրումների ներգրավումը։ Վերջին տարիներին օտարերկրյա կապիտալի հոսքերը տնտեսության իրական հատված գնալով նվազում են։ Դրան չեն օգնում նաև ներդրումային միջավայրի վերաբերյալ միջազգային կազմակերպությունների դրական գնահատականները։ Տնտեսությունը տառապում է ներդրումների պակասից, որի պատճառներից մեկն էլ՝ ներդրումային ծրագրերի բացակայությունն է։
 
Հաշվի առնելով այդ հանգամանքը՝ կառավարությունը հայտարարել է Հայաստանում ներդրումային ծրագրերի ներկայացման համար միասնական հարթակի ձևավորումը։ Այստեղ կհավաքվեն բոլոր այն իրատեսական առաջարկները, որոնք կդրվեն պոտենցիալ ներդրողների սեղանին։ Խոսքը ոչ միայն պետական կառավարման մարմինների, այլև մասնավոր հատվածի կողմից ակնկալվող ծրագրերի իրականացման համար ֆինանսական միջոցների ներգրավման հնարավորությունների ստեղծման մասին է։
Գաղտնիք չէ, որ Հայաստանում մինչև այժմ չկա արդյունավետ գործող մի հարթակ, որտեղ կարող են հանդիպել բիզնես առաջարկն ու պոտենցիալ ներդրողը։ Արժեթղթերի շուկան, որը ներդրումների ներգրավման կարևոր կառույցներից մեկն է, Հայաստանում շատ պասիվ է։
 
Այդ պայմաններում անշուշտ անհրաժեշտ են այլ միջոցներ՝ ներդրողներին գրավելու համար։ Թերևս պատահական չէ, որ ներդրողների վստահությունը բարձրացնելու նպատակով՝ պետությունը ևս պատրաստվում է իր մասնակցությունն ունենալ բիզնես ծրագրերի իրականացմանը։ Մի բան, ինչն անշուշտ կարևոր քայլ կլինի արտաքին կապիտալի հետաքրքրություններն ավելացնելու համար.
 
«Կառավարության ծրագրով մենք նախատեսել ենք ստեղծել հատուկ խրախուսման ֆոնդ, որով բիզնեսին պետք է աջակցենք: Կարծում եմ, որ մենք լրացուցիչ ֆինանսական միջոցներ ներգրավելու հնարավորություն միշտ ունեցել ենք և կունենանք։ Մեզ պետք են ծրագրեր, որոնք հիմնավոր են և կտան մաքսիմալ էֆեկտ»,– կառավարության անցած նիստում, դիմելով բիզնես համայնքի ներկայացուցիչներին՝ հայտարարեց վարչապետը։
Միասնական հարթակում ընդգրկված իրատեսական ծրագրերը կառավարությունը մտադիր է օտարերկրյա պետություններում գործող Հայաստանի դիվանագիտական ներկայացուցչությունների միջոցով ներկայացնել պոտենցիալ ներդրողներին։ Կառավարության այս նախաձեռնությունը կարևոր է հատկապես նրանով, որ շատ հաճախ ներդրողները բողոքում են Հայաստանում բիզնես ծրագրերի բացակայությունից։ Երբեմն նման ծրագրերի ձևավորում երկար ժամանակ է պահանջում, ինչին պատրաստ չեն սպասել ներդրողները։
 
Դրա համար շատ կարևոր է, որպեսզի այդ ծրագրերը նախապես կազմվեն և ներկայացվեն ներդրողներին։ Այն պայմաններ կստեղծի ոչ միայն գործընթացի արագացման համար, այլև ներդրողներին ընտրության հնարավորություն կտա։
