Ոռոգման սեզոնին ընդառաջ Հայաստանում կլինի 100 %-ով հաշվառվող ոռոգման ջուր: Դա լինելու է համակարգում արդեն իսկ մեկնարկած ռեֆորմների հիմնական նպատակներից մեկը: Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ ԷԵԲՊ ջրային տնտեսության պետական կոմիտեի մամուլի ծառայությունից, այս մասին ԷԵԲՊՆ Ջրային տնտեսության պեական կոմիտեում ընդունելով Համաշխարհային բանկի ջրային ոլորտի առաքելության պատվիրակությանը, ասաց Կոմիտեի նախագահ Արսեն Հարությունյանը:
ՀԲ պատվիրակության հերթական այցի նպատակը Կոմիտե Հայաստանի ջրային ոլորտում PPP (պետական-մասնավոր գործընկերության) 15-ամյա փորձի վերաբերյալ ռազմավարական փաստաթղթի ներկայացումն էր:
«Այս ծրագրի շրջանակներում Հայաստանի փորձը շատ կարևոր է Համաշխարհային բանկի համար, քանի որ դրա արդյունքները կարող են օրինակելի լինել, իսկ փորձը կարելի է տեղայնացնել աշխարհի շատ այլ երկրներում պետական-մասնավոր գործընկերության համակարգի ներդրման ընթացքում»,- ասաց ՀԲ ջրի և մաքրման գծով ավագ մասնագետ, առաքելության ղեկավար Ֆիլիպ Մարինը:
Նա նշեց, որ ՀԲ-ն իր ջրային ոլորտի առաքելությունը Հայաստանում սկսել է 2000 թվականից, և արդյունքները թույլ են տալիս վստահորեն ասել, որ Բանկը պատրաստակամ է աջակցել ոլորտում ընթացող բարեփոխումներին:
Արսեն Հարությունյանը ՀԲ պաշտոնյաների ուշադրությունը հրավիրեց ջրի հաշվառման խնդրին և նշեց.
«Մեր նպատակներից մեկը խմելու և ոռոգման ջուրը հաշվարկելի, հաշվառվող դարձնելն է: Նախորդ տարիներին ՀԲ-ի աջակցությամբ շուրջ 80 հաշվիչ է ձեռք բերվել, որոնց միջոցով պետք է իրականացվեին այդ հաշվարկները: Ցավոք, դրանք ինչ-ինչ պատճառներով չեն միացվել համակարգին: Այս տարի մենք լրացնելու ենք նաև այդ բացը՝ փորձելով հնարավորինս վերահսկելի դարձնել ջրային հոսքերը»:
Հանդիպման ընթացքում Ա. Հարությունյանն անդրադարձավ նաև Հայաստանի խմելու ջրի համակարգի վարձակալության պայմանագրին: Նա նշեց, որ ամիսներ առաջ հայտարարված մրցույթի պայմանները բավականին խիստ են եղել, ինչը թույլ է տվել ընտրություն կատարել առավել մրցունակ հավակնորդների միջև.
«Ես հույս ունեմ, որ նման լուրջ չափորոշիչների համապատասխանող ընկերությունը կկարողանա իրականացնել իր վարձակալական պարտավորությունները, և առաջիկա 15 տարիների ընթացքում մենք լուրջ առաջընթացի ականատես կլինենք: Սակայն այս հարցում մենք դեռ չլուծված խնդիրներ ունենք. օրինակ՝ սպասարկումից դուրս մնացած շուրջ 570 համայքները: Այս պահին մենք մեխանիզմներ ենք մշակում՝ այդ համայնքների սպասարկումը գրավիչ բիզնես նախագիծ դարձնելու ուղղությամբ, ինչը թույլ կտա ժամանակի ընթացքում այդ համայնքները ևս սպասարկման դաշտ բերել»,- ասաց Ա. Հարությունյանը:
