Արման Թաթոյանը մասնակցել է ՄԱԿ-ի Խոշտանգումների դեմ կոմիտեի 59-րդ նստաշրջանին

ՀՀ մարդու իրավունքների պաշտպան Արման Թաթոյանը նոյեմբերի 23-ին Ժնեւում մասնակցել է ՄԱԿ-ի Խոշտանգումների դեմ կոմիտեի 59-րդ նստաշրջանին եւ փակ նիստի ընթացքում հանդես եկել Խոշտանգումների դեմ կոնվենցիայի պահանջների կատարման հարցով հատուկ զեկույցով: Այս մասին «Արմենպրես»-ին տեղեկացրին Մարդու իրավունքների պաշտպանի աշխատակազմից:
Նիստի ընթացքոմ Կոմիտեի անդամները կարեւորել են «Մարդու իրավունքների պաշտպանի մասին» ՀՀ սահմանադրական օրենքի նախագծի կարգավորումները, որոնք վերաբերում են Պաշտպանի գործունեությանը՝ որպես խոշտանգումների կանխարգելման ազգային մեխանիզմ: Ըստ այդմ, պետությանը խրախուսվել է քայլեր ձեռնարկել նախագծի շուտափույթ ընդունման կապակցությամբ: Կոմիտեի անդամները կարեւորել են նաեւ Մարդու իրավունքների պաշտպանի աշխատանքի արդյունքները:
Արման Թաթոյանը աշխատանքային հանդիպում է ունեցել Human Rights Watch միջազգային կազմակերպության Ժնեւի տնօրեն Ջոն Ֆիշերի հետ:
Հաշվի առնելով Human Rights Watch-ի հատուկ ուշադրությունը պատերազմական իրավիճակներում խաղաղ բնակչության նկատմամբ ուժի եւ հատուկ զինատեսակների կիրառման դեպքերին՝ Արման Թաթոյանը պարոն Ֆիշերի ուշադրությունը հրավիրել է ապրիլյան պատերազմի ժամանակ Արցախի Հանրապետության քաղաքացիական բնակչության նկատմամբ Ադրբեջանի կիրառած բռնությունների, բնակավայրերի ռմբակոծության, գլխատումների, ինչպես նաեւ այդ կապակցությամբ ադրբեջանական մամուլում եւ պետական մակարդակով հայատյացության քարոզի վրա: Առանձնապես կարեւորվել է Արցախի Մարդու իրավունքների պաշտպանի դերը փաստահավաք աշխատանքների իրականացման հարցում եւ նրա զեկույցների նշանակությունը: Ջ. Ֆիշերին են փոխանցվել այդ աշխատանքների արդյունքները՝ համապատասխան փաստերի ապացույցներով:
Պաշտպան Արման Թաթոյանը հանդիպում է ունեցել նաեւ Աշխատանքի միջազգային կազմակերպության Եվրոպայի եւ Կենտրոնական Ասիայի տարածաշրջանային տնօրեն Հայնս Կոլլերի հետ: Հանդիպման ընթացքում քննարկվել են աշխատանքային իրավունքների պաշտպանության ոլորտում համագործակցության հիմնական ուղղությունները:
Այս հարցը հատկապես կարեւորվել է՝ հաշվի առնելով այն, որ սահմանադրական փոփոխությունների արդյունքում Մարդու իրավունքների պաշտպանը լիազորված է հետեւել նաեւ մասնավոր կազմակերպությունների կողմից մարդու իրավունքների եւ ազատությունների պահպանմանը, նպաստել խախտված իրավունքների եւ ազատությունների վերականգնմանը: Կողմերը, մասնավորապես, պայմանավորվել են առաջիկայում հանդես գալ ծրագրային առաջարկով եւ իրականացնել կոնկրետ քայլեր այդ ուղղությամբ: Պարոն Կոլլերն իր պատրաստակամությունն է հայտնել այդպիսի ծրագրերի իրականացման նպատակով հատուկ ա ռաքելությամբ ժամանել Հայաստան:
