Ոռոգման համակարգում հետաձգված գնումների գործընթացը կսկսվի 2017 թվականի տարեսկզբին

Եվրասիական զարգացման բանկի համար Հայաստանի հետ համագործակցության ամենակայացած և ոչ խնդրահարույց ոլորտը ոռոգման համակարգն է: Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ էներգետիկ ենթակառուցվածքների և բնական պաշարների նախարարության ջրային տնտեսության պետական կոմիտեի մամուլի ծառայությունից, այստեղ կայացած հանդիպման ժամանակ այս մասին ասել էԵվրասիական տնտեսական ընկերակցության Հակաճ գնաժամային հիմնադրամի ներդրումային վարկերի մասով նախագծային խմբի տնօրեն Ալեքսեյ Չերկաևը:
Չերկաևի խոսքով` այս պահին քննարկվում են «Ոռոգման համակարգերի արդիականացում» ծրագրի շրջանակում հետաձգված գնումների գործընթացի կազմակերպման մանրամասները: Համաշխարհային բանկի հետ տեղի ունեցած քննարկումների արդյունքում որոշվել է գնումների գործընթացը սկսել արդեն 2017 թվականի սկզբին: Եվրասիական տնտեսական ընկերակցության Հակաճգնաժամային հիմնադրամի միջոցներից «Ոռոգման համակարգերի արդիականացում» ծրագրի իրականացման համար Հայաստանին տրամադրվել է 40 մլն դոլարի չափով ներդրումային վարկ: Ծրագրի հիմնական նպատակը Հայաստանի ոռոգման համակարգերի արդիականացումը և ջրօգտագործողների միավորումների ինստիտուցիոնալ կարողությունների զարգացումն է:
Ծրագրով նախատեսվում է բարձրացնել ոռոգման համակարգերի արդյունավետությունը, մեծացնել ոռոգվող հողերի մակերեսը, զարգացնել կառավարչական կարողությունները, ինչպես նաև բարձրացնել Ջրօգտագործողների միության (ՋՕՄ) տեխնիկական հագեցվածությունը և այլն: Ծրագիրը բաղկացած է 4 հիմնական բաղադրիչներից, որոնք են` մեխանիկական ոռոգման համակարգերի փոխարինումը ինքնահոսով, հիմնական և միջտնտեսային ջրանցքների վերականգնումը, ՋՕՄ ներտնտեսային ոռոգման համակարգերի արդիականացումը և ՋՕՄ ինստիտուցիոնալ կարողությունների զարգացումը: ՋՏՊԿ նախագահ Արսեն Հար ությունյանը տեղեկացրել է, որ չնայած այն հանգամանքին, որ հետաձգված գնումների գործընթացը որոշ խնդիրներ է առաջացրել ընդհանուր ծրագրի իրականացման համար, սակայն, նաև պատասխանատվության ավելի ծանր բեռ է դրել պատասխանատուների ուսերին՝ աշխատանքն առավել մանրամասն ու բարեխղճորեն կազմակերպելու առումով:
