Արցախում քաղպաշտպանության ոլորտում ներդրումները խիստ անհրաժեշտ են: Այս մասին «Հայաստան» համահայկական հիմնադրամի 19-րդ հեռուստամարաթոնի ժամանակ իր ամփոփման խոսքում նշեց Արցախի փոխվարչապետ Արթուր Աղաբեկյանը: Նրա խոսքով՝ քաղպաշտպանության ոլորտում այդ կապիտալ ներդումներին Արցախի բնակչությունը սպասում է:
Նա ընդգծեց, որ հակառակորդը միշտ էլ փորձել է խոչընդոտել բնակչության գյուղատնտեսական աշխատանքները: Ամեն ինչ անել, որ սահմանամերձ գյուղերում բնակչությունը չկարողանա կազմակերպել իր տնտեսությունը: Այդ տեսանկյունից մենք փորձ ունենք, այլ հարց է, երբ ռազմական գործողությունների ժամանակ է թիրախավորվում բնակչությունը:
«Մեր բնակչությունը… ցանկություն չունի տարհանվելու, և ինչպե՞ս տարհանվի, երբ յուրաքանչյուր ընտանիք սահմանում մարտնչող զինվոր ունի: Ապրիլի 2-ին տեսանք, թե ինչպես կարճ ժամանակում 10-12 հազար արցախցի կանգել էր զինվորների կողքը: Պետք է քաղպաշտպանական, ամրաշինարարական աշխատանքներն իրականցնել այնպես, որ ամեն համայնք կարողանա ինքնուրույն կազմակերպել իր բնակչության անվտանգությունը: Այդ ծրագիրը ենթադրում է աշխատանք մի քանի ուղղություններով` հուսալի ճանապարհներ, այլընտրանքային ջրամատակարարում և այլն»,- Արմենպրես»-ի հաղորդմամբ, ասաց փոխվարչապետը:
Արթուր Աղաբեկյանը նշեց, որ նախորդ 22 տարիներին քաղպաշտպանության ուղղությամբ զգալի աշխատանք կատարվել է, սակայն հասարակությունը պատրաստ չէր, որ հակառակորդը թիրախ է ընտրելու խաղաղ բնակչությանը` առաջնագծում հաջողության հասնելու համար:
«Առիթ ունեցա այդ գիշեր շրջել Ստեփանակերտ քաղաքում և տեսնել, թե ինչպես էր բնակչությունը պատրաստվում հնարավոր ռմբահարմանը: Ասեմ՝ շատ սառնասիրտ, առանց խուճապի: Այն համայնքները, որոնք հնարավորություն ունեին, արդեն ինքնուրույն էին ինքնակազմակերպվում»,-հավելեց նա:
Արթուր Աղաբեկյանը նշեց, որ Արցախն ունի բավական լուրջ, կայացած պետական ծառայություններ, որոնք այս տարիներին հաջողություն են գրանցել:
