 Ոստիկանության պետ,  գեներալ-լեյտենանտ Վլադիմիր Գասպարյանը գլխավորությամբ նոյեմբերի 26-ին տեղի է ունեցել խորհրդակցություն: Ինչպես  տեղեկանում ենք ՀՀ ոստիկանության հասարակայնության հետ կապերի և լրատվության վարչությունից, խորհրդակցությանը մասնակցել են ոստիկանության կոլեգիայի անդամներ, կենտրոնական ապարատի, գլխավոր ու մարզային վարչությունների, տարածքային բաժինների պետեր:

Վլադիմիր Գասպարյանն անդրադարձել է համակարգի գործունեության գլխավոր ուղղություններով կատարված աշխատանքին՝ նկատելով, որ չնայած առկա ձեռքբերումներին, մի շարք ոլորտներում անհրաժեշտ է ուժեղացնել կատարողական կարգապահությունը, բացառել օրինազանցության ցանկացած դրսևորում, անել առավելագույնը ոստիկանության հանդեպ հանրային վստահությունն ամրապնդելու համար:

Մասնավորապես, անդրադառնալով օպերատիվ-հետախուզական գործունեությանը՝ ոստիկանության պետը կարևորել է անձնական ունեցվածքի հանդեպ հանցավոր ոտնձգությունների հակազդումը և պատասխանատուներին հանձնարարեց լիարժեք իրականացնել կանխարգելիչ միջոցառումների ծրագիրը, ինչպես և հետևողական լինել այդ ուղղությամբ բացահայտման աշխատանքների արդյունավետության բարձրացման հարցում: Վլադիմիր Գասպարյանը կարևորել է նաև հասարակական կարգի պահպանման և հանրային անվտանգության ապահովման ուղղությամբ իրականացվող աշխատանքները՝ կարգադրելով գործել բացառապես օր ենքի շրջանակներում, նույնպիսի օրինահարգություն պահանջելով նաև քաղաքացիներից, քանզի քաղաքացին, հասարակություն-ոստիկանություն փոխգործակցության շրջանակում, նույնպես պատասխանատու է հասարակական կարգի պահպանման համար:

Ոստիկանության պետը արտաքին ծառայության և հանրությանը ծառայություն մատուցող ստորաբաժանումների ղեկավարներին հանձնարարել է պահանջկոտ լինել ողջ գործընթացի, յուրաքանչյուր ծառայողի աշխատանքի հանդեպ, բարեփոխումների ոգուն հավատարիմ՝ թույլ չտալ հետընթացի փորձ անգամ առկա ձեռքբերումներից և ընդհանրական դարձնել գիտակցությունը, որ ծառայությունն օրենքին ու ժողովրդին գերակա խնդիր է, և կարգ խախտող ցանկացած ոստիկան խստագույն պատասխանատվության կենթարկվի: Անդրադառնալով համակարգում իրականացվող բարեփոխումների առաջնահերթություններին ու խնդիր ներին՝ Վլադիմիր Գասպարյանը կրկին ընդգծել է մասնագիտական գիտելիքների խորացման, պրոֆեսիոնալ որակների ամրապնդման, ոստիկանության արդիականացման և ոստիկանի աշխատանքի բովանդակային փոփոխության անհրաժեշտությունը, ինչի համար անձնական պատասխանատվություն են կրում ստորաբաժանումների ղեկավարները: Խորհրդակցության ավարտին Վլադիմիր Գասպարյանը քննարկված խնդիրների շրջանակում կոնկրետ ցուցումներ է տվել մասնակիցներին:
