Եղել է ժամանակ, երբ մարդիկ համատարած հավատացել են չար ուժերի, անտառում բնակվող կախարդների, բարի փերիների և այլնի գոյությանը...
21-րդ դարում մարդիկ հավատում են, որ կարելի է հենց իրենց (մարդկանց) միջից գտնել այնպիսիներին, ովքեր սեփական ռացիոնալ շահը թողած՝ օբյեկտիվ ու անաչառ կօգտագործեն պետական պաշտոնները:
Գուցե ականջահաճո չի հնչում, նույնիսկ ամրագրված օրենքների է հակասում, բայց գիտական միտքը վաղուց է քննարկում պետական պաշտոնյաների` սուբյեկտիվ լինելու բնական փաստը:
Կայացած ու արդյունավետ կառավարման համակարգերում պետական պաշտոնյաները մի օր չեն քնել-զարթնել ու որոշել են օբյեկտիվ լինել: Պետական համակարգը զարգացման այնպիսի կենսափուլ է մտել, որ դրա հիմնական ազդեցիկ հենասյուն-սուբյեկտների (կլաններ, ընտանիքներ, այլ ուժեր) շահերից է բխել գրված ու բնական օրենքների համընկնումների չափաբաժնի ավելացումը: Եղել են, իհարկե, անհատներով պայմանավորված բացառություններ, որոնք կա՛մ երկար չեն տևել, կա՛մ ի վերջո վերածվել են վերոգրյալ տեսակի համակարգերի:
Պետք է հասկանալ, թե պետական կառավարման համակարգի վրա այս կամ այն կերպ ազդեցություն ունեցող սուբյեկտների ուժերի համազորը զարգացման ինչ փուլում է գտնվում (շատ հարուստ ընտանիքների քանակ, միմյանց միջև քաղաքական ու տնտեսական շահերի որոշակի մասնաբաժնի բաժանում, կառավարման ունակությունների կուտակված համակարգային փորձ, արտաքին ազդեցություն):
Արտաքին ազդեցությունն, ընդ որում, կարող է դրսևորվել թե՛ կոշտ թշնամանքի և թե՛ առավել ազդեցիկ պետության շահերի տեսքով:
