Կառավարության գործունեության մեթոդաբանական ծուղակը

Մովսես Դեմիրճյանը ֆեյսբուքյան իր էջում գրում է.
Ես վաղուց էի ասում, որ այս նոր կառավարությունը, որը շատերի մոտ ոգևորություն էր առաջացրել իր «դռայվով», «հավեսով» և էլ չգիտեմ ինչով, իրականում կարող է մեծ բարիք և նույնքան մեծ չարիք դառնալ հայ հասարակության համար, այն պարզ պատճառով, որ նոր կառավարությունը որդեգրել է մեր հանրային կյանքը քաղաքակրթելու շատ լավ և դրական միտում, սակայն սխալվում է նրանում, որ դա պետք է արվի արևմտյան երկրների օրինակով:
Քանի որ նորանշանակ վարչապետը և բազմաթիվ նախարարներ «աշխարհ տեսած մարդիկ են», ապա նրանք, հնարավոր է և՝ առանց գիտեկցելու, կարծում են, թե Հայաստանի հանրային կյանքը լավագույն կերպով կառավարելու ձևը այստեղ կառավարման և խնդիրների լուծման եվրոպական /կամ առհասարակ՝ արևմտյան/ մոդելների կիրառումն է, ինչը, սակայն, ՄԵԾԱԳՈւՅՆ ՄԵԹՈԴԱԲԱՆԱԿԱՆ ՍԽԱԼ է:
Այն, ինչ ճիշտ է համարվում Եվրոպայում, դեռ պետք է քննվի տրամաբանության, արդյունավետության, Հայաստանում կիրառելիության հնարավորության տեսակետներից, որովհետև բացառված չէ, որ, օրինակ, Նորվեգիայում գործող ընտանեկան բռնության մասին օրենքը ընդունվել է 10-15 տարի առաջ բազմաթիվ խախտումներով, բողոքներով և դժգոհություններով, բայց ընդունվել է և գործում է: Հիմա մենք ի՞նչ է, պետք է ասենք՝ Նորվեգիան զարգացած երկիր է և ունի այսինչ օրենքը, ուրեմն մենք էլ պետք է ունենա՞նք:
Պետք է նաև հասկանալ, թե Եվրոպական երկրներում գործող, ենթադրենք, ընտանեկան բռնության մասին օրենքը արդյո՞ք շտկել է իրավիճակը, թե՞ ոչ: Եթե չի շտկել, ու՞մ է պետք այդպիսի օրենք:
Պետք է պարզել, թե ինչ իրավիճակ է ստեղծվել օրենքը մի քանի տարի կիրառելու արդյունքում. եթե պարզի, որ ժամանակին ծնողներից կտրված երեխաները դարձել են հանցագործ, ստացել են հոգեբանական տրավմաներ և այժմ գտվում են բանտերում կամ հոգեբուժարաններում, ապա ու՞մ է պետք այդպիսի օրենքը:
Պետք է նաև մտածել, ուղղակի՝ նստել և հասկացող մարդկանց հետ միասին մտածել, թե արդյո՞ք հնարավոր չէ գրել ավելի կատարյալ օրենք՝ ավելի տրամաբանական և ավելի հումանիստական:
Մտածող և հասկացող մարդիկ էլ, եթե կառավարությունում հանկարծ չգտնվեն, ապա երկրում հաստատ կգտնվեն:
