ՀՀ կառավարության և Զարգացման ֆրանսիական գործակալության միջև 40 մլն եվրոյի վարկային համաձայնագիր է ստորագրվելու

Հայաստանի Հանրապետության կառավարության և Զարգացման ֆրանսիական գործակալության միջև 2016թ. նոյեմբերի 30-ին կստորագրվի 40 մլն եվրո արժողությամբ բյուջետային աջակցության վարկային համաձայնագիր: Համաձայնագիրը հայկական կողմից ստորագրելու է ՀՀ ֆինանսների նախարար Վարդան Արամյանը, իսկ ֆրանսիական կողմից՝ Զարգացման ֆրանսիական գործակալության տնօրենի տեղակալ Ժան Կլոդ Պիրեն և ՀՀ-ում Ֆրանսիայի Հանրապետո ւթյան արտակարգ և լիազոր դեսպան Ֆրանսուա Շարպենտիեն՝ որպես համաստորագրող: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ ֆինանսների նախարարության տեղեկատվության և հասարակայնության հետ կապերի բաժնից:
Վարկային համաձայնագրով նախատեսված բյուջետային աջակցության նպատակն է աջակցել ՀՀ կառավարության բարեփոխումների օրակարգին երկու հիմնական ուղղություններով՝ հարկաբյուջետային, սոցիալական, շրջակա միջավայրի կայունության խթանման և մրցունակության ամրապնդման:
Նման բյուջետային աջակցության վարկավորման մեխանիզմը, ի տարբերություն նպատակային ծրագրերի, հնարավորություն է տալիս ֆինանսավորելու բյուջեի կարևորագույն ծախսային կատեգորիաները:
Ընդհանուր առմամբ, բյուջետային աջակցության վարկերն ունեն ակնհայտ առավելություններ. մասնավորապես բյուջետային աջակցության միջոցների բաշխման և օգտագործման ճկունությունն ավելի բարձր է, քանի որ տվյալ պարագայում կառավարությունը գերակայությունների և առաջնահերթությունների վերանայման դեպքում միջոցները արագ վերաբաշխելու իրավասություն ունի: Բյուջետային վարկերը կարող են օգտագործվել այնպիսի ծրագրերի ֆինանսավորման համար, որոնք թեև ետգնման եկամտաբերություն չունեն, սակայն կարևոր հանրային և ռազմավարական նշանակություն ունեն երկրի համար: ԵÕ ¾ վերջապես, բյուջետային աջակցության վարկերն ուղղակիորեն ստացվում են իրականացվող քաղաքականության ներքո և ուղղվում են պետական բյուջեի դեֆիցիտի ֆինանսավորմանը` իրականացվող քաղաքականության միջոցառումների ապահովման տեսանկյունից: Մասնավորապես, յուրաքանչյուր բյուջետային աջակցության վարկի տրամադրման համար սահմանվում են նախապայմաններ և միջոցառումներ, որոնց իրականացումը կառավարությունը համարում է գերակա և որոնք արդեն իսկ հաստատված են կառավարության կողմից ընդունված ռազմավարություններով և/կամ տարեկան գործողությունների ծրագրերով:
