Նյու Յորքում մեկնարկում է ՄԱԿ-ի Գլխավոր ասամբլեայի հոբելյանական 70-րդ նստաշրջանը

Նյու Յորքում աշխատանքն է սկսում ՄԱԿ-ի Գլխավոր ասամբլեայի հոբելյանական 70-րդ նստաշրջանը: Տարեկան շրջափուլի մեկնարկը կազդարարեն ՄԱԿ-ի գլխավոր քարտուղար Պան Գի Մունը եւ ավստրիացի դիվանագետ Մոգենս Լիկետոֆտը, որը հունիսին ընտրվել է 70-րդ նստաշրջանի նախագահ, տեղեկացնում է «Արմենպրես»-ը:
Բացման հանդիսավոր արարողությունը կկայանա տեղական ժամանակով 15:00-ին (Երեւանի ժամանակով՝ ժամը 23:00-ին): Նախօրյակին ՄԱԿ-ի կենտրոնակայանում տեղի է ունեցել ընթացիկ 69-րդ նստաշրջանի վերջին նիստը: Անցած 12 ամսվա ընթացքում Գլխավոր ասամբլեայի անդամ 193 պետությունները քննարկել են բազմաթիվ հարցեր, ինչպես նաեւ ընդունել են շուրջ 300 բանաձեւ ու որոշում:
ԳԱ-ի 70-րդ նստաշրջանի օրակարգում ընդգրկված է 170 թեմա, ներառյալ խաղաղության եւ անվտանգության պահպանման, զինված հակամարտությունների կանխման, ահաբեկչությանը, ռասսայական խտրականությանը եւ այլատյացությանը հակազդելու, շրջակա միջավայրի պաշտպանության, երկրների կայուն զարգացմանն աջակցման, միջուկային չտարածման ռեժիմի պահպանման, մարդու իրավունքների պաշտպանության եւ իրավունքի գերակայության ապահովման հարցերը:
Նաեւ կշարունակվի Անվտանգության խորհրդի բարենորոգմանը վերաբերող հարցերի քննարկումը: Բացի այդ, տարվա ընթացքում պաշտոնապես մեկնարկում է ՄԱԿ-ի գլխավոր քարտուղարի ընտրարշավը: Պան Գի Մունի լիազորությունների ժամկետը, որն այդ պաշտոնը զբաղեցնում է 2007 թվականի հունվարի 1-ից, լրանում է 2016 թվականի դեկտեմբերի 31-ին, եւ նա իրավունք չունի առաջադրդվելու երրորդ հնգամյա ժամկետով:
Ավանդաբար նստաշրջանի բացումից մեկ շաբաթ անց Գլխավոր ասամբլեայի շրջանակներում ընթանում է ընդհանուր քաղաքական բանավեճ, որի ընթացքում ՄԱԿ-ի անդամ երկրների պատվիրակները կարող են արծարծել ցանկացած հարց:
Սակայն այս տարի ընդհանուր բանավեճերը հետաձգվել են ավելի ուշ փուլ, իսկ ԳԱ-ի շրջանակներում առաջին մեծ միջոցառումը կլինի զարգացման հարցերին նվիրված գագաթնաժողովը, որը կանցկացվի սեպտեմբերի 25-27-ին: Դրա ընթացքում կհաստատվի 2015-2030 թվականներին գլոբալ սոցիալ- տնտեսական զարգացման օրակարգը, որի նախագծին ՄԱԿ-ի անդամ երկրները հավանություն են տվել մի քանի շաբաթ առաջ:
Գագաթնաժողովի ավարտից մեկ օր անց ՄԱԿ-ի կենտրոնակայանում կմեկնարկի ընդհանուր քաղաքական բանավեճը, որին այս տարի սպասվում է պետությունների ու կառավարությունների ավելի քան 150 ղեկավարների, ինչպես նաեւ ՄԱԿ-ի անդամ պետությունների արտաքին գործերի տասնյակ նախարարների մասնակցությունը: Երկրների պատվիրակությունների ելույթները կշարունակվեն մինչեւ հոկտեմբերի 3-ը:
Գլխավոր ասամբլեան ՄԱԿ-ի գլխավոր խորհրդակցական մարմինն է: 1946 թվականին՝ Միավորված ազգերի կազմակերպության կազմավորումից մեկ տարի անց, դրա կազմում կար 51 պետություն, այժմ՝ 193: ՄԱԿ-ին անդամակցած վերջին երկիրը 2011 թվականին դարձել է Հարավային Սուդանը, հաղորդել է ՏԱՍՍ-ը:
