Ռազմավարական նախաձեռնությունների կենտրոնը կսկսի գործել մինչև տարեվերջ

ՀՀ վարչապետ Կարեն Կարապետյանը գործադիրի նիստին տեղեկացրեց, որ, ինչպես նախատեսված էր կառավարության ծրագրով, ստեղծվելու է Ռազմավարական նախաձեռնությունների կենտրոն, որը լինելու է կառավարությանը կից և գործելու է հանրային-մասնավոր գործընկերության ձևաչափով: Վարչապետի խոսքով՝ կենտրոնի հիմնական գործառույթն է լինելու ՀՀ կառավարության համար երկարաժամկետ ռազմավարության և տարբեր գերակա ուղղություններով երկարաժամկետ և կարճաժամկետ բարեփոխումների, հայեցակարգերի և փաթեթների մշակումը մասնավոր հատվածի հետ սերտ համագործակցության  միջոցով: «Տեղեկացնեմ, որ մենք այդ հարթակն արդեն  մի քանի անգամ օգտագործել ենք, եղել են բազմաթիվ քննարկումներ, և կենտրոնը կհիմնադրվի ու կսկսի իր գործունեությունը մինչև տարեվերջ»,- «Արմենպրես»-ի փոխանցմամբ, ասաց Կարեն Կարապետյանը:

Նա նշեց, որ տարիների ընթացքում տարբեր պետական մարմինների կողմից խորհրդատվությունների օգնությամբ, միջազգային կազմակերպությունների տեխնիկական աջակցությամբ կամ սեփական ուժերով մշակվել, այնուհետև կառավարության կողմից հավանության են արժանացել իրենց կառավարման ոլորտներում ռազմավարություններ և բարեփոխումների հայեցակարգեր: Վարչապետի խոսքով՝ այդ փաստաթղթերը ստացել են տարբեր անվանումներ՝ ռազմավարություն, զարգացման ծրագիր, հայեցակարգ, բարեփոխւմների փաթեթ և այլն: «Իրավական տեսանկյունից, գործող կարգավիճակ ունեցող ռազմավարությունն երի ու բարեփոխումների հայեցակարգերի շարքում առկա են այնպիսիք, որոնց ուղղությամբ փաստացի աշխատանքներ այս պահին չեն իրականացվում, քանի որ դրանք կարող են չհամապատասխանել ժամանակի հրամայականին կամ չեն համապատասխանում նոր ռեսուրսներին, կամ այլ պատճառներ: Ելնելով դրանից՝ հանձնարարում եմ բոլոր նախարարություններին և գերատեսչություններին՝ մեկշաբաթյա ժամկետում ՀՀ կառավարության աշխատակազմ ներկայացնել բոլոր այդպիսի ռազմավարություններն ու բարեփոխումների հայեցակարգերը՝ կենտրոնի կողմից դրանք ամփոփելու համար: Երկրորդ՝ երեքշաբաթյա ժամկետում ներկայացնել այդ ռազմավարությունների ու բարեփոխումների հայեցակարգերի իրագործման համար անհրաժեշտ ռեսուրսների առկայության, ինչպես նաև  այդ ռազմավարությունների ու բարեփոխումների հայեցակարգերի պահպանման նպատակահարմարության վերաբերյալ տեղեկանքներ՝ համապատասխան հիմնավորումներով»,- ասաց ՀՀ վարչապետը՝ ավելացնելով, որ անհրաժեշտություն ունեն ամփոփելու այն բազան, որն առկա է:
