Պետական բյուջեի ծախսային մասում մի շարք ծրագրերի գծով կկատարվեն ավելացումներ և նվազեցումներ

 Ազգային ժողովում ՀՀ 2017 թվականի պետական բյուջեի  նախագծի քննարկումների արդյունքներով կառավարությունն ԱԺ մշտական հանձնաժողովներից և պատգամավորներից ստացել է 339 առաջարկություն: Այդ մասին կառավարության նիստում հայտարարեց ՀՀ ֆինանսների նախարար Վարդան Արամյանը: Նրա խոսքով՝ հաշվի առնելով միայն հստակ գումարներ պարունակող առաջարկությունները` բյուջ եի նախագծի լրացուցիչ եկամուտների և ծախսերի զուտ ծավալները առաջարկվել է ավելացնել, համապատասխանաբար, 97 և 84.3 մլրդ դրամ:

«Ներկայացված առաջարկությունների քննարկման արդյունքում պարզվել է, որ առանձին առաջարկությունների գծով նախագծում արդեն իսկ նախատեսված են համապատասխան միջոցներ, հարցադրումների մեծ մասին տրվել են պարզաբանումներ: Փոխարժեքի փոփոխության գործոնով պայմանավորված՝ եկամուտների գծով առաջարկվում է պակասեցնել այլ եկամուտները` շուրջ 11.3 մլն դրամով, պաշտոնական դրամաշնորհների գծով մուտքերը պակասեցնել  շուրջ 77.1 մլն դրամով: Արդյունքում ՀՀ 2017 թվականի պետական բյուջեի նախագծի ներկայացված վերջնական տարբերակում առաջարկվում է եկամուտները կրճատե լ շուրջ 88.4  մլն դրամով»,- «Արմենպրես»-ի փոխանցմամբ, ասաց նախարարը՝ ավելացնելով, որ եկամուտների պակասեցվող գումարի չափով առաջարկվում է պակասեցնել նաև ծախսերի ծավալը:

Դրա հետ մեկտեղ նախարարը նշեց, որ ծախսային մասում առաջարկվում է մի շարք ծրագրերի գծով կատարել ինչպես ավելացումներ, այնպես էլ նվազեցումներ: Մասնավորապես, առաջարկվում է պակասեցնել շուրջ 16.1 մլրդ դրամով հետևյալ ծախսերը` կրթության ծախսերը (աշակերտների թվաքանակի վերահաշվարկի հետ կապված) շուրջ 1.25 մլրդ դրամ, ԱԱՀ-ի հարկի գերավճարի վերադարձի գծով ծախսերը` 13 մլրդ դրամ, այլ կապիտալ ծախսերը` 1.1 մլրդ դրամ, կառավարման ապարատի ԾԻԳ-երի կրճատմամբ` 295.1 մլն դրամ, գազի սակագնի փոփոխությամբ պայմանավորված` 327.4 մլն դրամ: Միաժամանակ, առաջարկվել է շուրջ 16.1 մլրդ դրամի ծախսային ծրագրերի ավելացում` միջազգային կազմակերպություններից և օտարերկրյա պետություններից ստացված վարկերի սպասարկման ծախսերի (տոկոսավճարների) գծով ավելացում` 1.0 մլրդ դրամ, կառավարության պահուստային ֆոնդը՝ 8 մլրդ դրամ, պետական կառավարման ապարատի պահպանման ծախսերի գծով` 1.2 մլրդ դրամ, Աղետի գոտում բնակարանային ապահովում` 0.6 մլրդ դրամ և այլն:

Արամյանն ընդգծեց, որ վերը նշված փոփոխությունների արդյունքում ՀՀ 2017 թվականի պետական բյուջեի նախագծի վերջնական տարբերակում եկամուտների, ծախսերի և դեֆիցիտի ամփոփ ցուցանիշները կկազմեն, համապատասխանաբար, եկամուտներինը` 1 տրիլիոն 210 մլն դրամ (եկամուտներ/ՀՆԱ - 22.4%), որից հարկային եկամուտներ և տուրքեր՝ 1 տրիլիոն 135 մլրդ դրամ կամ հարկեր/ՀՆԱ – 21.0%, ծախսերինը` 1 տրիլիոն 360 մլրդ դրամ կամ  ծախսեր/ՀՆԱ – 25.2%, դեֆիցիտինը` 150,1 մլրդ դրամ  կամ դեֆիցիտ/ ՀՆԱ - 2.8 %:

Պետբյուջեի նախագծի վերջնական տարբերակը կներկայացվի ԱԺ:
