Տնտեսական բարեփոխումները ժամանակ են պահանջում

Տնտեսության «օրգանիզմին» անհրաժեշտ է որոշակի ժամանակ փոփոխությունների «հաբերը» ընդունելու համար:
Համաշխարհային տնտեսական դաշտում տեղի ունեցող փոփոխությունները չեն կարող չազդել Հայաստանի վրա: Վերջին շրջանում ՀՀ-ում նկատվում է տնտեսական անկում. չնայած դրան տարվա առաջին տաս ամիսներին ընդանուր արձանագրված ցուցանիշները գտնվում են դրական միջակայքում:
Ներկայիս փոփոխությունները անցել են «նախագծման» փուլը: Որպես օրինակ վերցնենք Տնտեսական զարգացման և ներդրումների նախարարությունը, որը ստեղծվել է միասնական հարթակ՝ ներդրումային ծրագրերի ներկայացման համար։ Հարթակի վերջնական ձևավորումից հետո հնարավոր կլինի հավաքագրել առաջարկվող ծրագրերը և դրանք ներկայացնել պոտենցիալ ներդրողներին, ինչը բնականաբար ժամանակատար գործընթաց է:
Երկարաժամկետ գործընթաց է իրենից պահանջում նաև
ներդրումային հիմնադրամի ստեղծումը, որը նախաձեռնել է գործադիր մարմինը: Կառույցի նպատակն է լինելու սերտացնել համագործակցությունը պետական և մասնավոր սեկտորի միջև:
Մեկ այլ երկարաժամկետ գործընթաց է ռազմավարական կենտրոնի ստեղծումը, որի նպատակը լինելու է մասնավոր հատվածի հետ համագործակցության միջոցով կառավարության համար բարեփոխումների երկարաժամկետ եւ կարճաժամկետ ծրագրերի մշակումը։
Պետք է լինել իրատեսական: Մեկ կամ երկու ամսում հնարավոր չէ «հեղափոխել» տնտեսությունը: Բոլոր վերը նշված կառույցները կարող են լուրջ փոփոխությունների «գործիք» դառնալ գործադիր մարմնի համար: Փաստը մնում է փաստ, որ ընտրվել է երկարաժամկետ բարեփոխումների ծրագիր, որը կատարվում է հնարավորինս արագ տեմպերով: Հայաստանի պես պետության համար բավարար չեն կարճաժամկետ «էֆեկտները» և այդ է պատճառը, որ պետք է զինվել համբերությամբ և հետևել գործընթացին:
