«Ժողովուրդ». Արտակարգ դեպքեր ՀՀ կալանավայրերում. ծեծ ու մարմնավաճառներ. ովքե՞ր են կիզակետում

«Ժողովուրդ» թերթը գրում է. «ՀՀ արդարադատության նախարարության «Դատապարտյալների հիվանդանոց» քրեակատարողական հիմնարկի գլխին, կարծես, սեւ ամպեր են կուտակվել:
«Ժողովուրդ» օրաթերթը նոյեմբերի 2-ին հայտնել է, որ «Դատապարտյալների հիվանդանոց» ՔԿՀ-ում մարմնավաճառությամբ զբաղվող կանանց տեսակցությունը տվյալ պահին այդպիսի իրավունք չունեցող դատապարտյալների հետ փաստացի կազմակերպելու դեպքով հարուցված քրեական գործի շրջանակներում կալանավորվել է քրեակատարողական հիմնարկի պետի նախկին տեղակալ Կարապետ Մկրտչյանը: Նա Էրեբունու նախկին ոստիկանապետ, ԱԻՆ նախկին փոխնախարար Ավետիք Մկրտչյանի՝ Աղվես Ավոյի որդին է: Նախկին ոստիկանապետը եւս իր ժամանակին տարբեր աղմկահարույց պատմությունների մեջ է հայտնվել:
Քրեակատարողական հիմնարկի պատասխանատու հերթապահ, արդարադատության փոխգնդապետ Խաչիկը, կատարելով հիշյալ քրեակատարողական հիմնարկի պետի տեղակալի ակնհայտ անօրինական ցուցումը, երկարատեւ տեսակցությունների համար նախատեսված սենյակում թույլատրել է կազմակերպել քաղաքացիներ Ալլայի, Լուիզայի եւ Դիաննայի տեսակցությունը տվյալ պահին այդպիսի իրավունք չունեցող 3 դատապարտյալների, այդ թվում՝ ՄԻԱՎ/ՁԻԱՀ, ծանր իմունային անբավարարություն հիվանդությամբ տառապող դատապարտյալի հետ:
Ի դեպ, անկառավարելի վիճակ է ոչ միայն «Դատապարտյալների հիվանդանոց» ՔԿՀ-ում: «Ժողովուրդ»-ի տեղեկություններով՝ վերջերս արտակարգ դեպքեր են տեղի ունել «Արթիկ» ՔԿ հիմնարկում: Մասնավորապես, մեզ հայտնի դարձավ, որ այստեղ պատիժ կրող Հովհաննես անունով մի դատապարտյալ, որին գիժ են ասում, ինքնավնասումներ է կատարել: Բանն այն է, որ ըստ որոշ տեղեկությունների՝ դեպքից օրեր առաջ դատապարտյալը ինչ-որ անձանց 12 մլն դրամ է պարտվել եւ սահմանված օրը չի կարողացել հավաքել պահանջված գումարը: Օդում կախված տեղեկությունների համաձայն՝ հենց այս հանգամանքն էլ դատապարտյալին նման քայլի է դրդել:
Մեկ այլ դրվագով «Արթիկ» ՔԿՀ-ում նոյեմբերի 24-ին ծեծկռտուք է տեղի ունեցել: Կիզակետում եղել է արդեն տասը տարի անազատության մեջ գտնվող դատապարտյալ Հարութիկը, ում եղբայրը՝ Լյութոն, վերջերս է ազատ արձակվել նույն քրեակատարողականից: Մեր աղբյուրների փոխանցմամբ՝ դատապարտյալին այն աստիճան են ծեծել, որ նա անգամ խոսել չի կարողացել: «Արթիկ» ՔԿՀ-ում առաջացած աղմուկը հասել է անգամ ՀՀ ԱՆ քրեակատարողական վարչության պետ Արթուր Օսիկյանին»:
