Կառավարությունը տեղական ինքնակառավարման համակարգում էական փոփոխություններ է առաջարկում

Կառավարությունը «Տեղական ինքնակառավարման մասին» ՀՀ օրենքում էական փոփոխություններ է առաջարկում: Ազգային ժողովը սկսել է քննարկել «Տեղական ինքնակառավարման մասին» ՀՀ օրենքում փոփոխություն կատարելու մասին և կից ներկայացված օրենքների նախագծերի փաթեթն առաջին ընթերցմամբ ընդունելու հարցը:
Հիմնական զեկուցող, ՀՀ տարածքային կառավարման և զարգացման նախարարի առաջին տեղակալ Վաչե Տերտերյանն ընդգծեց, որ օրենսդրական նախաձեռնության նախապատրաստումը պայմանավորված է Սահմանադրության փոփոխություններով, որով նոր սահմանումներ են տրվել «Տեղական ինքնակառավարման մասին» օրենքում, ինչպես նաև այն փոփոխություններով, որոնք տեղի են ունեցել ինքնակառավարման մարմիններում: «Այդ պատճառով մենք աշխատանք ենք սկսել այս նախագծի վրա՝ առաջնորդվելով միջազգային մի շարք փաստաթղթերի դրույթները մեր ինքնակառավարման համակարգում ավելի լայն ընդգրկելու սկզբունքով»,- «Արմենպրես»-ի հաղորդմամբ՝ նշեց Տերտերյանը:
Օրենքի նոր նախագծով առաջարկվում է տեղական ինքնակառավարման, համայնքի և նրա բնակիչների վերաբերյալ հասկացությունների նոր սահմանում՝ համապատասխանեցնելով Սահմանադրության ընդունած ձևակերպումներին: «Համապատասխանեցրել ենք հիմնական սկզբունքները Եվրոպական խարտիայի պահանջներին և միջազգային փորձին: Ավելի ընդհանրական սահմանել ենք տեղական ինքնակառավարման մարմինների, համայնքների լիազորությունների և համայնքի խնդիրների ընդհանրական բնութագիրը: Մենք գործող օրենքում համայնքների խնդիր ձևակերպում չունենք, իսկ նոր Սահմանադրությամբ սահմանված է համայնքային խնդիրներ ձևակերպում, ինչը մենք ամրագրել ենք այս նախագծում», մանրամասնեց Տերտերյանը:
Նա հավելեց, որ ամրագրել են նոր մոտեցում, որը վերաբերում է համայնքների տնտեսական զարգացմանը: Օրենսդրական նախաձեռնությամբ առանձնացվել են այն համայնքները, որտեղ զբոսաշրջությունը զարգացնելու մեծ հնարավորություններ կան, ինչպես նաև այն համայնքները, որոնք կարող են գյուղատնտեսության ոլորտում լուրջ առաջընթաց ունենալ:
Օրենսդրական նախաձեռնությամբ տեղական ինքնակառավարմանը քաղաքացիական նախաձեռնությունների միջոցով մասնակցելու հնարավորություն է նախատեսվել: «Մյուս կարևոր խնդիրը, որը ես կցանկանայի նշել, այն է, որ տեղական ինքնակառավարմանը բնակչության մասնակցության, այդ թվում՝ հանրային քննարկումներ անցկացնելու չափանիշներ ենք սահմանել, իսկ դրանց ձևաչափը կորոշի համայնքի ավագանին:
Վաչե Տերտերյանը նշեց, որ 3 հազար և ավելի բնակիչ ունեցող համայնքների համար սահմանել են համացանցային պաշտոնական կայք ունենալու պարտավորություն: «3 հազար և ավելի բնակիչ ունեցող համայնքի ավագանու ինստիտուտի և նրա գործունեության համար պարտադիր պայման ենք դրել մշտական կամ ժամանակավոր հանձնաժողով ունենալու պարտավորությունը: Մենք փորձում ենք լիարժեք դարձնել համայնքի ավագանու գործունեությունը և նրան բերել ինստիտուցիոնալ դաշտ»,-մանրամասնեց փոխնախարարը:
10 հազար և ավելի բնակչություն ունեցող համայնքների ավագանու նիստերը ուղիղ հեռարձակմամբ կցուցադրվեն համայնքի համացանցային պաշտոնական կայքում:
