Մանկապարտեզի և հարևանի հետ սուրճ խմող մայրերի մասին

Երբ տարիներ առաջ հայտարարվեց, որ քաղաքապետ Տարոն Մարգարյանի որոշմամբ մանկապարտեզներ հաճախող երեխաների համար այլևս ծնողները չեն վճարում, քաղաքապետարանն է երեխայի փողը հատկացնում, շատ ուրախացանք, հատկապես` ծնողները:
 
Հիրավի, սոցիալական բավականին ծանր բեռի տաք կքած բնակչության համար սա կարևոր նախաձեռնություն էր: Ռեալ օգնություն էր մանկահասակ երեխա ունեցող յուրաքանչյուր ընտանիքի համար:
 
Բայց այս լավով հանդերձ, մի անհասկանալի իրավիճակ է այսօր: Մանկապարտեզներում աշխատանքն ավարտվում է ժամը 17:30–ին, այսինքն` հինգն անց կեսին: Երբ մեր երկրում աշխատանքային ժամերը պաշտոնապես սահմանված են ժամը 8:00–ից մինչև 18:00–ն: Սա` պաշտոնապես և պետական հիմնարկներում:
 
 
Չենք խոսում այն մասին, որ մեր երկրում պարզապես չի գործում աշխատանքային օրենսդրությունը, և մասնավոր հատվածի գործատուները մարդկանց հետ վարվում են այնպես, ինչպես սրտներն ուզի: 8–ժամյա աշխատանքային օրն ի՞նչ է նրանց համար: Պահում են 10 ժամ, 12 ժամ,14 ժամ, տո եթե պետք է` անսահմանափակ: Աշխատողն էլ կարո՞ղ է ձեն–ծպտուն հանել: Իհարկե` ո’չ: Որովհետև աշխատաշուկայում առաջարկը քիչ է, պահանջարկը` շատ: Դո’ւ չես լինի գործատուի համար, մեկ ուրիշը կլինի: Հերթը հեն ա դրսում է: Սա` մի կողմ. այս մարդկանց մասին չենք խոսում:
 
Խոսենք պետական հատվածի աշխատողների մասին, ովքեր օրենքով սահմանված ժամին գնում են աշխատանքի, օրենքով սահմանված ժամին այնտեղից դուրս են գալիս:
Եվ եթե երկրում աշխատանքն ավարտվում է ժամը 18:00–ին, այդ դեպքում մանկապարտեզներն ինչո՞ւ են ժամը տասնյոթն անց կեսին փակվում: Կամ, ի վերջո, պետական կառույցների գործունեության մեջ համաչափություն պետք է լինի՞, թե՞ ոչ: Կամ նրանց կողմից սահմանված կանոնները տրամաբանության պետք է ենթարկվե՞ն, թե՞ ոչ:
Հիմա այս պայմաններում պետական հիմնարկում աշխատող ծնողը (որոշեցինք աշխատանքային սև շուկա չմտնել) ինչպե՞ս անի. Ինչպե՞ս հասցնի երեխային մանկապարտեզից վերցնել: Հո բոլոր ընտանիքներում չէ, որ տատիկ–պապիկ կա, կամ էլ այդ տատիկ–պապիկները չեն աշխատում: Ստիպված այս մարդիկ պետք է դիմեն դայակի օգնությանը, այսինքն` կրկին վճարեն: Կամ էլ` չգիտեմ ինչ: Բայց, լավ, մանկապարտեզի գաղափարն էլ ո՞րն է, եթե ծնողը չպետք է երեխային այնտեղ թողնելով գնա աշխատանքի:
Հիմա էլ ինչ–որ լուծում են գտել: Որոշ մանկապարտեզներում երկարօրյա ժամեր են լինում: Բայց իհարկե, որոշ մանկապարտեզներում: Որովհետև բավարար թվով երեխաներ պետք է հավաքվեն, որպեսզի երկարօրյան գործի:
 
Հիմա այն մանկապարտեզում, որտեղ այդքան թվով երեխա չհավաքվեց, երկարօրյայի կարիք ունեցողնե՞րն ինչ անեն: Թեկուզ հինգ երեխա մնա, թեկուզ երեք երեխա մնա: Լա’վ, թեկուզ հենց մեկը մնա: Ի՞նչ անի այդ երեխան` մնա դրսո՞ւմ:
 
Եթե այս խնդիրը` աշխատող ծնողների, չի ներառված մանկապարտեզի գաղափարաբանության մեջ, դուրս է գալիս, որ դրանք նախատեսված են առաջին հերթին հարևանի հետ սուրճ խմող մայրերի համար: Կողքից էլ, թե կարող են, թող աշխատող ծնողներն էլ օգտվեն:
