Աշխատանքային այցով Բրյուսելում գտնվող ՀՀ կրթության և գիտության նախարար Արմեն Աշոտյանը սեպտեմբերի 15-ին մասնակցել է Եվրոպական Միության Տեմպուս «Կայուն և ինքնավար բարձրագույն կրթական համակարգերի խթանումը Արևելյան հարևանության տարածքում» (ATHENA) ծրագրի եզրափակիչ միջոցառմանը: Ինչպես տեղեկացնում են ՀՀ կրթության և գիտության նախարարության հասարակայնության հետ կապերի և տեղեկատվության վարչությունից, Արմեն Աշոտյանը ելույթի իր խոսքում ներկայացրել է Հայաստանի բարձրագույն կրթության ոլորտում իրականացվող բարեփոխումները, դրանց արդյունքները, Երևանում մայիսին տեղի ունեցած Բոլոնիայի նախարարական գագաթաժողովի շրջանակում ընդունած Երևանի հռչակագրի հիմնական շեշտադրումները բուհական ինքնավարության վերաբերյալ: «Բուհական ինքնավարությունը չի նշանակում բուհական անկախություն: Միգուցե անկախությունը պետական մարմիններից ավելանում է, սակայն զուգահեռաբար ավելանում է կախվածությունը մյուս շահառուներից՝ ուսանողներ, ծնողներ, քաղաքացիական հասարակություն և այլն: Այլ կերպ ասած' միակենտրոն կախվածությանը պետք է գա փոխարինելու բազմակենտրոն կախվածությունը»,- նշել է Արմեն Աշոտյանը:

«Բուհերի ինքնավարությունը մեծապես կախված է բուհերի ֆինանսական կայությունից: Ինչպես պետությունը, այնպես էլ մյուս շահառուները պետք է անեն հնարավորը՝ ապահովելու բուհերի ֆինանսական կայունությունը, ինչն իր հերթին կապահովի բուհերի ինքնավարության առավել բարձր մակարդակ»,- հավելել է նախարարը:

Ծրագրին մասնակցում են Հայաստանի, Մոլդովայի և Ուկրաինայի բարձրագույն ուսումնական հաստատությունների, եվրոպական գործընկեր համալսարանների, ինչպես նաև կրթության նախարարությունների ներկայացուցիչները: Ծրագրի եռամյա գործունեության հիմնական նպատակը բուհական ինքնավարության ապահովման առկա մեխանիզմների վերլուծությունը, քարտեզագրումն ու ազգային նախարարություններին առաջարկությունների ներկայացումն է:
