Արցախի մարդու իրավուքնների պաշտպան Ռուբեն Մելիքյանն այսօր՝ դեկտեմբերի 9-ին, Թալիշում ներկայացրել է առաջին միջանկյալ զեկույցը, որը վերաբերում է ապրիլյան դեպքերից հետո քաղաքացիների եւ զինվորականների նկատմամբ կատարված ռազմական հանցագործություններին: Ռուբեն Մելիքյանը նշել է, որ առաջին ընթացիկ զեկույցում ամենակարեւոր տարրը եղել է հայատյացության հարցը՝ արմենաֆոբիան:

«Այս զեկույցում փորձել ենք ներկայացնել տարբեր տարրեր, որոնք վերաբերում են հայատյացությունը Ադրբեջանի պետական քաղաքականությունում: Մենք մի քանի փաստահավաք այցեր ենք իրականացրել, որտեղ դաժանություններ են տեղի ունեցել եւ որոնց վերաբերյալ մենք խոսում ենք: Տասնյակ ականատեսների հետ հանդիպումներ են եղել, որոնք անմիջական մասնակցություն են ունեցել ռազմական գործողություններին, ինչպես նաեւ այն մարդկանց հետ, որոնք քաղաքացիական բնակչության հետ կապված միջազգային մարդու իրավունքների խախտումներին են ականատես եղել: Հարցումներ են արվել նաեւ պետական մարմիններին՝ ապրիլյան իրադարձությունների վերաբերյալ: Ունեցել ենք բազմաթիվ խորհրդակացություններ ռազմական, բժշկական մասնագետների հետ եւ շարունակել ենք բաց աղբյուրների մշտադիրտարկումները»,-ասաց նա:

Օմբուդսմենը նշել է, որ զեկույցում անդրադարձել է կատարվել  քառօրյայի ընթացքում ադրբեջանական կողմից իրականացված խոշտանգման դեպքերին, պատիժ մահվամբ դեպքերին՝ դիմադրելու ունակությունը կորցրած զինծառայողների նկատամամբ իրականացված, մարմինների նկատմամբ անարգումներին. «Մեր հիմնավորումներով սա մահվան պատիժ է հայ լինելու համար: Սրանք հենց արմենաֆոբիայի փաստեր են: Զեկույցում վայրագությունների փաստերը 3 ուղղություններով են ներկայացված՝ Թալիշի, Սեյսուլանի եւ Հարավային բլուրի՝ Լելեթեփե: Յուրաքանչյուր ուղղության հետ կապված փաստերը քննարկել ենք ըստ միջադեպերի»,-ասաց Ռուբեն Միքայելյանը:

Նա նշեց, որ հյուսիսում եղել է 4 միջադեպ, Սեյսուլանի ուղղությամբ՝ 1 եւ Հարավում երկու միջադեպ: Օմբուդսմենի խոսքով՝ զեկույցում նկարագրված է երեք էպիզոդ:

«Բոլոր երեք դեպքերում էլ ունենք՝ պատիժ մահվամբ, մարմինների անարգում եւ մեկ դեպքում՝ 92 տարեկան տարեց կնոջ դեպքում՝ խոշտանգման փաստ: Երկրորդ էպիզոդը վերաբերում է ԼՂՀ ՊԲ-ի բեռնատար մեքենային, որի նկատմամբ հարձակում է  իրականացվել եւ մենք այստեղ ունենք երկու գլխատման դեպք: Որոնցից մեկին մահացած վիճակում են գլխատել, մյուսին՝ ողջ վիճակում:

Երրորդ էպիզոդը վերաբերում է 170 մարտական դիրքին, որտեղ ունեցել ենք 4 կորուստ մարտական դիրքը հետ վերցնելու ընթացքում: 4 էպիզոդը չենք նկարագրել, որովհետեւ ռազմական հանցագործության փաստ դիակի փորձաքննության արդյունքում չենք ֆիքսել»:

Ռուբեն Միքայելյանը նշեց, որ Սեյսուլանի հատվածում 4 զինծառայողի նկատմամբ կատարվել է ռազմական հանցագործություն. «Իսկ հարավային ուղղությամբ երկու դեպք ունենք՝ 112 մարտական դիրքում բոլոր 12 ադրբեջանական զինված ուժերի հսկողության ներքո հատվածների նկատմամբ կիրառվել են ռազմական հանցագործություններ, իսկ 115 մարտական դիրքում՝ 4-ի նկատմամբ:

Ադրբեջանի հսկողության ներքո հայտնված 3 քաղաքացիական անձինք եւ 4 զինծառայողները բոլորն էլ ողջ չեն մնացել»:
