Կարևորելով գիտատեխնիկական, արտադրական, առևտրային և ֆինանսական ձևավորված կապերի պահպանումն ու դրանց զարգացման անհրաժեշտությունը, ինչպես նաև ղեկավարվելով ԱՊՀ շրջանակներում 1994 թվականի ապրիլի 15-ին ստորագրված արտադրական, կոմերցիոն, ֆինանսավարկային, ապահովագրական և խառը անդրազգային միավորումների ստեղծմանն ու զարգացմանն աջակցելու մասին միջկառավարական համաձայնագրի դրույթներով, Հայաստանի Հանրապետությունը ստորագրել է «Բելառուսի Հանրապետության կառավարության և Ռուսաստանի Դաշնության կառավարության միջև «Պաշտպանական համակարգեր» միջպետական ֆինանսաարդյունաբերական խմբի ստեղծման մասին 2000 թվականի փետրվարի 11-ի համաձայնագրին Հայաստանի Հանրապետության միանալու մասին» համաձայնագիրը:
Ինչպես տեղեկացնում է ՀՀ ՊՆ մամուլի ծառայությունը, փաստաթղթին Հայաստանի Հանրապետության միանալու հետ կապված առանձին Արձանագրությամբ լրացումներ և փոփոխություններ են կատարվել 2000 թվականի փետրվարի 11-ին ստորագրված համաձայնագրում:
Ստորագրված փաստաթղթերի հիմնական նպատակն է «Պաշտպանական համակարգեր» Միջպետական ֆինանսաարդյունաբերական խմբի զարգացմամբ նպաստել ռազմական, երկակի ու քաղաքացիական նշանակության արտադրանքի համաշխարհային շուկայում բարձր տեխնոլոգիական և մրցունակ նմուշների ստեղծման ու արտադրության ուղղությամբ, ինչպես նաև նշված արտադրանքի գոյություն ունեցող նմուշների վերանորոգման և արդիականացման աշխատանքների (ծառայությունների) կատարման համար խմբի մասնակիցների, այդ թվում` Հայաստանի Հանրապետության արդյունաբերական ձեռնարկությունների գիտատեխնիկական, արտադրական, նորոգման և ներդրումային ներուժի առավելագույն օգտագործումը, որն էլ իր հերթին կնպաստի Հայաստանի Հանրապետության պաշտպանական ներուժի ամրապնդմանը:
Փաստաթղթերը նաև Հայաստանի Հանրապետության համար իրավական հիմք և պայմաններ են ստեղծում արտադրական, գիտատեխնիկական և ներդրումային ներուժի հետագա ինտեգրման և առավել արդյունավետ օգտագործմանը մասնակցելու, ինչպես նաև Կողմերի պետությունների արդյունաբերական համալիրների կոոպերացիոն կապերի բարձր մակարդակի ապահովման համար:
