Հելսինկյան Եզրափակիչ ակտի ստորագրումը հետպատերազմյան Եվրոպայի կարեւոր իրադարձություններից է, որը մեծապես պայմանավորել է տարածաշրջանի երկրների փոխհարաբերություններն ու համագործակցության ուղղությունները եւ էական ազդեցություն ունեցել միջազգային հարաբերությունների զարգացման վրա: Նման տեսակետ հայտնեց ՀՀ արտաքին գործերի նախարար Էդվարդ Նալբանդյանը` Երեւանում Հելսինկյան Եզրափակիչ ակտի ստորագրման 40-ամյակին նվիրված միջոցառման ժամանակ: Նախարարը շեշտեց, որ 2015-ը կարեւոր տարելիցների տարի է. դրանք վերաբերում են ոչ միայն մեր անցյալին եւ պատմությանը, այլեւ ուղղորդում ապագա քայլերը: «2015-ը կարեւոր տարելիցների տարի է` Հայոց ցեղասպանության 100-րդ տարելիցը, Հոլոքոստի զոհերի հիշատակի 70-ամյակը, Երկրորդ համաշխարհային պատերազմի ավարտի 70-ամյակը, ՄԱԿ-ի ստեղծման եւ կանոնադրության ընդունման 70-ամյակը եւ Հելսինկյան Եզրափակիչ ակտի ստորագրման 40-ամյակը: Դրանք ոչ միայն վերաբերում են մեր անցյալին եւ պատմությանը, այլեւ ուղղորդում են մեր ապագա քայլերը` ԵԱՀԿ ընդհանուր տարածքում համապարփակ, ընդգրկուն եւ անխախտ անվտանգության համայնքի ձեւավորման ուղղությամբ, որտեղ զերծ կլինենք ցեղապանություններից, պատերազմներից, հակամար տություններից եւ բաժանարար գծերից: Այս նպատակների իրագործման հարցում անհնար է թերագնահատել Հելսինկյան Եզրափակիչ ակտի կարեւորությունը»,- շեշտեց Նալբանդյանը` հավելելով, որ Ակտի ստորագրումը յուրահատուկ էր այն բանով, որ մեկ սեղանի շուրջ հավաքեց ոչ թե հաղթածների կամ պարտվածների` սահմանելու հետպատերազմյան հաշտակարգը, այլ այն երկրներին ու ժողովուրդներին, որոնց նպատակն էր նպաստել Եվրոպայում խաղաղությանը, անվտանգությանը եւ համագործակցությանը: «Չնայած այն վերջ չդրեց պատերազմներին, բայց առաջարկեց համաեվրոպական խաղաղության նոր մոդել, որը խարսխված է ինչպես մասնակից երկրների համագործակցության, այնպես էլ մարդու իրավունքների պաշտպանության վրա: Հայաստանը, իրականացելով իր հանձնառությունները, հանդիսանում է կազմակերպության ակտիվ անդամներից մեկը: Սերտ համագործակցություն է ձեւավորել ԵԱՀԿ կառույցների, նաեւ` Երեւանյան գրասենյակի հետ, որն այսօր Հարավային Կովկասում միակն է, որ լիարժեք ներկայություն է ապահովում, եւ դա խոսուն կերպով ցուցադրում է միջազգային համագործակցության հանդեպ Հայաստանի վերաբերմունքը եւ տարածաշրջանային առկա իրողությունները»,- ընդգծեց Նալբանդյանը:
